I bought an Anagram Balloon at Walgreens that had a sticker on it saying "Comes with helium, balloon, ribbon and weight". I found out when I opened it that it does not include helium. I would not have bought it if I knew it didn't come with helium, which makes it an expensive balloon. Don't waste your money.
I like the mylar balloons made by Anagram, good quality.
