Excellent: simple, fair, professional and friendly

Apart from the difficulty locating the desk in Bucharest Airport, which is undergoing major construction work currently, our experience using Avis rental cars was excellent.

I note some of the reviews that are posted here seem to be confused with a hotel and perhaps that's why they are so mixed.

Booking online was simple and clear. We paid what we considered a very fair price compared to other companies. There was no queue at the desk. The two agents could not have been more professional or friendly. The shuttle bus arrived within seconds and took us straight to the car. We were given an upgrade. We drove straight off. We returned the car and were offered water and a bus back to the airport.

The whole process was simple, professional and friendly and we would not hesitate to recommend.

Avoid Avis Constanta Airport.

Avoid Avis Constanta Airport.
Still in dispute for preexisting damages / scratches.
Pick up in poor lighting condition as the airport is under construction.
The rental agent told us do not take any pictures as the minor scratches doesn't matter and already documented.
Avoid Avis Constanta .
Refund still not returned

I do not recommend this company at all.

I do not recommend this company at all.
The staff, especially the first person I dealt with, was completely unprofessional and unhelpful. Dropping off the car was straightforward, but the billing process was a disaster.
I was charged three times — even though I paid during the booking through Booking.com. They later claimed the payment wasn’t recognized by their system, and I was charged again, plus an extra charge on top of that. Each time I tried to resolve the issue, they blamed someone else: first Booking.com, then their system, then a staff error.
To make things worse, I returned the car with a full tank and in perfect condition, but they still tried to shift the blame and avoid taking responsibility.
Terrible experience — avoid at all costs.

Avoid Avis

Avoid Avis. Experience at Grand Hotel, Bucharest: Upon arriving for our 10am booking we were told to wait in the hotel lobby. At 10:35 we and another couple were called into the office, I was then told I must leave, but the straight couple could stay and they went and got another chair so they could sit together. I stood next to my seated partner and said I was ok standing. I was then told there wasn’t room for me and that I must go outside the office, I asked ‘do you not want me here’ in response and was told again to go outside. I then had to wait outside whilst my partner tried to pick up the car. The very rude ‘man’ then told my partner a passport was needed and we wouldn't be getting the car without one, despite having a photo driving license, the payment card and a photo international driving permit. My partner then came out of the office to tell me, so I went back in to say the booking email only said we needed a valid driving license and the payment card, to which ‘he’ said ‘What?’, and that I was “arrogant” and we “wouldn't be getting the car” we prepaid for. Clearly homophobic discrimination at Avis Grand Hotel Bucharest. Well avoided if you don't want to put up with name calling, rudeness and a staff member who thinks ‘he’ has a little bit of power, thinks ‘he’s’ someone important, and can dictate who gets a car and who doesn’t. Thankfully there are much better car hire companies in Bucharest who appreciated our business, and like the job they are paid to do.
I feel sorry for ‘his’ colleagues having to come into work every day and deal with ‘him’.
Having seen other reviews of this office it seems we are not alone in experiencing bad service from this ‘man’ who is clearly working in the wrong industry as ‘he’ knows nothing about customer service and treating people equally.
We asked for ‘his’ name, but ‘he’ refused to give this, something you would only need to do if you did something wrong. Someone doing a good job would be happy to give their name. Thankfully I managed to get a photo and video of the ‘man’ to pass on to Avis, who can hopefully identify ‘him’, or I will post these on social media if they are unable to identify him so others can help.
We will be taking the matter further with Avis and beyond. Nearly 4 weeks later, we’re still waiting for a refund and an apology. We won’t ever use Avis again.

Cars available on the site but not in reality

Used Avis in multiple countries in the past years but their services have become unreliable recently.

This experience is dealing with Avis.ro, but touches also on avis-europe.com, avisbudget.ro and their Avis Budget UK and avis.com.

All these entities or various Avis companies can have a role when the 'simple' action of accessing the site for reserving a car is happening!

The story goes back to the last booking, when I had to go by the phone and follow up to confirm the reservation, but ultimately went through.

However, the last experience was shocking and surely last time when willing to use my money with these folks.

Their site always shows cars available but it takes them 72 hours to confirm your reservation!
They also accept these reservations even if your pick-up date is less than 72 hours and then their system triggers (possibly when you're on the way for the car) the message that is not available!
They offer incentives for payment when you reserve, but even in this scenario the reservation is not guaranteed.
Then you discover when going to other rental company that the money are withheld from your account, even if Avis message states clearly that no funds have been used.

When calling the available numbers no one is answering and raising a case with their CS will be an adventure.

Without any apologies or any feedback that the matters are investigated it can take weeks until you get your withheld funds back.

Avis Romania representatives will refer to various laws, why the Romanian entity is not responsible for anything since the payment is done on Avis Budget UK.

Also your bank is the one withholding your funds because of your actions, not because of their system where the API triggers a call to withheld the funds from your account by Avis Budget UK (if we take on their rhetoric).

To recap, on avis.ro and avis.com you see cars available for rent on the site.

Reserving it doesn't mean you get the car, since they need 72 hours to detect if the cars are available or not.

They offer discounts when paying for reservations and they have a standard message with no funds used - even if you reserve by paying or not paying!

Their phone numbers are not to be reached in real time, their CS is not available and other automatic replies will greet you from an UK email address.

Having a solid system in place, when a 'dedicated' local team member reaches you, will be well informed and will ask you to provide all the evidence from scratch.

Lastly, after weeks a legal representative will reply to you with reference to various laws, that you have no case, the company (whatever and whichever Avis) has not anything wrong and that you are responsible for your actions!

So, being responsible, the future actions will be not to use Avis. Anywhere.

They are not honest

When we came to Grand Hotel Bucharest to ask for a car and information they said there were no cars avaliable and they only had one car, which was very expensive. Than the guy suddenly found other car and gave us better price but still it was too expensive. They tried to give us expensive car, even they had other cars. We left and found on their website a car which we saw in front of the office and we reserved that car without problem. Than we canceled that car because they were not honest, and we found other company AsCar, which was very very good.

HUGE CONFUSION AS TO WHICH LICENSES THEY ACCEPT!

To my fellow AMERICANS🇺🇲 and Greeks 🇬🇷 DO NOT RENT FROM AVIS. More than likely you will Lose your Money and Time. They do not accept American licenses nor international licenses. There is HUGE CONFUSION as to which licenses they do accept. JUST BOOK ELSEWHERE TO AVOID HEADACHES, LOSS OF TIME , AND LOSS OF MONEY. Also "Avis allows their local shops and management to make decisions based from their own prerogative” that means if they dont like your face they have right to refuse which is discrimination.

Doesn’t honour upgrades

Avis Romania don’t honour status updates - try a different rental.
We have 2 President’s circle accounts with Avis, and we booked a car , through an account with the status on the Avis site, in a class meant to have upgrades at airports, and the lady at the airport told us they didn’t have any available cars for upgrades. Which when we drove to pick up the car, we realised wasn’t true - it was close to midnight and there were loads of cars better than the one we picked up at the lot, which were still at the same spots when we dropped our car. This was further confirmed at checkout when we told them the car seat was free if an upgrade couldn’t be provided (which they also fought till we were adamant and they had to give in at the end). They had no record of our status and told us they just get the booked car details and no option to upgrade at the lot - and that there’s no communication between the lot and the people who do the paperwork, leaving no way for Avis in Romania to honour any upgrades at all.

We should have gone with Hertz as we had the same status with them too and recommend you try another provider in Romania if you’re after upgrades.

Simply liars.

I attempted to hire a car at Bucharest Grand Central Hotel with Avis via a company called Carjet. When I arrived with my rental voucher I was told that they required my passport (not stated anywhere on the site or rental voucher) even though my driving license was presented and should be adequate ID. At this point I was frustrated but told the man at the desk I could get my passport if necessary. Next came the €7 deposit, I was told they wouldn't accept either of my mastercards even though they both had at least 200x the required amount, a credit card was instead needed for this all so important €7... Fine, I could use my friend's credit card to cover this if needed but I was also told they didn't even have the car but I could pay for a taxi to the airport to "see if they have one". At these point I decided to just cut my losses and seek a refund from the booking company (Carjet). I am now being refused a refund because the Avis worker lied and told Carjet that I didn't have ID so he cancelled the rental. I presented my photocard driving license so this claim is simply false and as I have already mentioned, I told the man at Avis that I could get the passport if it was needed but decided it wasn't worth the hassle when I was expected to pay for the taxi to get to the airport without even being promised a car which I had already paid for.
Avoid them like the plague.
