Landlord treated not fair
It's decusting that the council have authority over landlords. They like making people lives misable, and taking legal actions.

BPM tried to take a large sum from our deposit that they were not entitled to.
Flat was unclean on moving in despite having been "Professionally cleaned". On moving out of the flat, Broughton Property Management tried to take a large amount from our deposit for a cleaning fee, a plumbing fee and 2 Admin charges which were all unjustified. Broughton Property Management failed to respond to multiple emails trying to resolve these charges. Luckily the letting protection service which was holding our deposit sided with us after reviewing our evidence and we got our money back. Make sure you always take pictures of the entire flat when you move into a flat in case you end up in a similar situation. I would not recommend this company.
