Takes your money, creates a shipping label but never actually ships

I had purchased 2 retro telephone handsets over 3 weeks ago The tracking label was created, but it has stayed on that stage. The merchant states 9-16 days for delivery. The merchant has failed to deliver the items I purchased online. The merchant had ignored my first email to enquire what's going on with delivery. My second email was acknowledged and responded to, but they failed to provide a guaranteed delivery date or proof that a package has actually been handed to a courier. I noted that shipping was "free" when I purchased the retro handsets. I don't believe the 2 retro handsets were actually physically sent, because there was never a functional active tracking number.
