Unregistered company illegally cutting water to residents in Tulum
Evolution Tulum (evolutiontulum.com) is an unregistered HOA management company
operating in Parques Zama, Aldea Zama, Tulum, Mexico. On February 18, 2026,
they shut off the water supply to an entire residential building as a
"pressure measure" to collect a disputed debt they cannot even itemize.
Their own administrator admitted in WhatsApp messages that: (1) it's "a very
harsh pressure measure," (2) the oversight committee did NOT authorize it, (3)
he can only offer 1 hour of water per day, and (4) there is no breakdown of
the alleged debt.
This company has only existed since June 2024. They have NO corporate
registration (RFC), NO social media, NO Google Business listing, and a
single-page website. Despite this, they control essential services for
residential buildings.
The Quintana Roo Condominium Law explicitly prohibits water shutoff. The
Mexican Supreme Court has ruled water shutoffs by any party are illegal.
Criminal penalties include 1-7 years prison.
