My advice is to fill up the gas to full before you return the car. When i picked up the car I was told that it would be cheaper to return it empty but I belive that to be incorrect. If you have time before your flight fill it up youself.
I have also been charged nearly double what my original contract says. I have taken this up with them and will wait to see their response. However I don't consider this sort of mistake acceptable and wouldn't happen in other western contries

I would strongly advise you not to hire a car from Herz Israel! Their business practices are unethical and aimed at conning their customers into paying more that they intend to.
For example - the verbal advice they give you (with a big smile) during pick-up is designed to con you into returning the vehicle without regard to the Fuel level - "our fuel is cheaper than the high street so you do not have to bring it back full", they then overcharge for the fuel and on top of tat you also have to pay airport tax!?

Booked a car two months in advance, a small hatch, of course they didn't actually have one when I got there so I got an "upgrade" to a sedan, more like a downgrade when you consider it's harder to find a park for it and it costs more in petrol, but I had no choice so I took it. Took an hour to sign all the paperwork and actually get the car. It was given to me with less than half a tank of petrol and I was told if I bring it back fuller they will reimburse the difference. Dropped it off at the airport with an almost full tank (huge queue of people picking up cars btw) just to find out later that I was charged $18 for the tank not being completely full. Have emailed them a few times about it yet they seem too thick to understand I should be paid that back! Definitely not recommended.

they charged me more than they were suppose to
they charged me $130 dollars more than they suppose to for enting the car, and it has been 30 days since I request the invoice to justify that over charge and I havent had any reply or answer. As a customer you have the right to receive the invoice, but Hertz is not willing to provided it to me.
Avoid Hertz in Tel Aviv Airport
I previously purchased full insurance when I booked my car. When I went over to the hertz desk to collect my car I was told that the insurance I bought was useless and I was made to buy their own insurance policy if I wanted the full cover.
I was also told by the representative not to bother filling up the tank before returning the car and to bring it with a quarter tank or less as it would be cheaper for me to let them fill the car up.
When I got home, I realised that they had charged me a 58% fee on top of the fuel price to fill the car! It would have been cheaper for me to fill up the car myself and hand the car back full!

In Israel at Kesher, almost every car you rent looks like it was used as bumper car.
Heavily damaged with scratches and dents. And then they will charge your credit card with the damages that were already there before you started renting.
Always make pictures if you pick up a car at Kesher!! Or just go to another rental company to shield yourself from the stress after you get back home!
Horrible service
Horrible service. I reserved a car seven months in advance, asked for Navigation System. When got to the office, was told that "we don't guarantee it" means they don't know which cars have it and "when you get in your car if you're lucky you'll have it." They literally said that. Also difficult to find my car, it was late and dark and I was tired, they sent me out to a lot with hundreds of cars and advised me to use the key fob to make the lights flash which is what I did. Did not get instructions about the code necessary to return the car back to Terminal 3. Overall, the car was fine but the service wasn't. Not going to complain about the mandatory MINIMUM 22 USD per day insurance, just going to complain about the fact that it wasn't disclosed ahead of time. Would not use them again. Why pay extra for the name when you get worse service?

Reading all these bad reviews makes me wonder how these guys are still in business. I think i had the worst and most expensive gas fee ever to be billed in car rental history, this ain't no joke..
I had rented a car (hyundai i2) for 148$ for 4 days, bought all the extra insurance + airport service fee (which was never used), and when asked if i had to return the car full with gas, the guy at the office told me explicitly that it doesn't really matter, as he said they could refill the gas for the same amount at a gas station.SO their was nothing to worry about.
When returning this vehicle everything seemed to be in order, they didn't say anything about the gas, which was a quarter full, and when presenting me the bill through mail (afterwards) they charged me...'hold on to your hats'...a whopping 231.75 $ !! (this is no joke). When asked for information on their fuel policy and calling them, they just sent me through to some one else. That guy forwarded me to some one else again, this happened 3 times! The last guy didn't really speak any english anymore ironically (or was probably acting like it) and just hung up. Even when calling back with my Israelian friend on the phone, they said that was the fee for filling the tank themselves..
It's pretty clear that when Hertz Tel Aviv do business with you, they intend to milk the whole thing out to maximum, it's pretty much criminal. They hide behind their beaurocracy tricks, knowingly that foreigners in Israel are pretty much powerless (unless you're american maybe).
I've heard similar stories from other people from Hertz, and it's good to get these stories out as they point out a larger problem of corruption within their system. It's just baffling this branch hasn't been cleaned up.
Hidden extras
Used Economy Car Rentals to find a car rental for a holiday in Israel. They found me a car with Hertz at a good price, so I booked it and paid a deposit. I chose additional insurance for just over £5 per day which meant I would not have to pay the excess in the event of a claim. Was given a voucher to present when I collected the car which clearly stated I would pay 140 Euro.
When I collected the car in Tiberias the agent asked if I wanted additional cover. I thought he was referring to the cover I had already purchased and agreed. But no! This was an additional 'super cover' added by Hertz which was more expensive and made the cover I had purchased invalid. Unfortunately, I did not realize this until I returned the car and was presented with the final invoice. I had to sign electronically for the car but was not given a copy of what I had signed for at the time.
The car I booked was a small manual transmission, but I was given a large automatic! When I complained I was told this was the only car available. This technically was an upgrade but since I had never driven an automatic before I was very unhappy. I only agreed to take the car after the agent had given me a driving lesson!
I was told I should return the car full of fuel and intended to do this. However, as I was returning it to Ben Gurion airport, I was unable to find a fuel station so ended up returning it over half full. On the voucher I had been given by ECR it clearly stated that I would be charged per quarter of a tank. But I was charged over 70 Euro for a full tank as this was the Hertz fuel policy. I had never been given a copy of this at the time I collected the car and only had the ECR policy so how was I to know? Nevertheless, because my signature was on the Hertz document there was nothing I could do.
I ended up paying over £300 for a rental I expected to pay no more than £200 for including fuel. I have complained to Hertz and ECR by email but have had bland standard replies which do not address my issues. I don't know who is to blame Hertz or ECR or both, but it seems they have conspired to extract the maximum amount of money from me. I will never use either company again.
They’re worse than you might imagine
They’re worse than you might imagine. The only reason I chose them is because Hertz advertises waiving the young driver fee. The salesman says that in order to get an automatic car he will charge $5 more per day than the $12 rate quoted online. He then uses that to say he’ll waive the upcharge if I get extra insurance (some form is required in Israel). He says for everything it will be $32/day and I just need to send the proof of AAA by email. Overall the car is fine, and when I return I confirm that the young driver fee is waived. The friendly man at the check-in counter says yes absolutely tells me my total. Almost 10 days later when I’m out of the country I get a receipt. It’s over $100 more than he quoted and the daily rate was $10 more than the salesman quoted AND they charged for the young driver fee anyway. I blame myself for not getting a paper receipt on return and thinking they were honest. No amount of time wasted with customer service did anything. Renters beware. Dishonest. Rude. Unhelpful. Inefficient. Uncompassionate. Terrible service. Please use any other company

Good experience renting from Kesher Hertz, which is located inside Terminal 3 at TLV airport. Very convenient pickup, car all ready, very fast registration, good driving, fuel, insurance and toll payment advice from the agent. There are always extras charges when renting cars in Israel - Third Party Protection and Pre-paid Toll charges, for example, but the actual daily RENTAL rate is reasonably low, so the total cost per day was not out of line from other locations around the world. Returning the car was also VERY convenient, again, right in the arrivals area of Terminal 3, so I could just hop out, hand the keys to the agent, and walk a few steps to my flight. I left the car with very little petrol, so was charged for full tank when I returned it, but was advised about that and expected it so no problem there either. After renting from other agencies in Israel on previous trips, I would recommend Hertz Kesher airport car rental over the others.

A few months ago I booked a car and picked it up at Ben Gurion Airport in Tel aviv. I was certainly not pleased of having to wait over 55 min to get my car. I was given a car full of scratches, with a missing wheel trim. I asked to the agent to take note of everything. He said he sent me an email but I could not check my email being outside in a car park and not having access to DATA. They are unable to give papers so basically you have to sign without even knowing what you are signing. I foudn it quite surprising.
5 days later I returned the car & I must say I am even more disappointed. When I returned the car an incredibly rude agent said the wheel trim was missing and that it was there when I picked up the car. I said it wasn't there when I picked up the car and that the guy who gave me the car was supposed to take note of this and I am sure he would still remember.
Unforutnately the agent did not even bother listening to me. He kept typing things on the tablet and then asked me to sign and when I refused he said it was ok anyway and he made up my singature.
I asked to speak with a supervisor and I went to speak with a lady i believe is called Ortal (she did not wear any tags with her name and seemed very reluctant to tell me her name so she said it just once and did not spell it for me).
I explained to her in English the issue and asked her to contact the person who gave me the car. While I was speaking in English with her the agent who signed the return kept shouting in Hebrew pointing fingers to the screen, and she kept talking in Hebrew to him with quite an attitude & I could see they were talking of me. I could not understand and they did not bother speaking in English.
She made a call. When she hung up she confirmed to me the wheel trim was already missing when I picked up the car. The agent kept shouting in Hebrew and pointing fingers to me and the screen. She talked with the guy in Hebrew while I waited like an idiot, then she said the matter would be transferred to your legal department because I was right and the wheel trim was already missing. No apologies.
I asked for something confirming this conversation but she said she could not give me anything. No apologies.
Basically during my experience with Hertz this time:
- I sent an email to ask a question a few days before renting the car & I was suggested to contact an agency. The agency never replied to my email.
- I had to wait 55-60 min at the Hertz desk in the airport (I was with an elder person);
- I paid for car insurance to make sure I would be covered for the car as I assumed I would be given a spotless car but
I was given a car in shocking conditions full of scratches (I wonder if the decision of giving to me such a bad car was made after the staff saw I had a full cover)
- I was sent an false & misleading email with car conditions;
- I was given a car full of scratches and with a missing wheel trim and
I could not complain because I was with an elder person and she was very tired;
- I treated badly when I returned the car and overcharged for a missing wheel trim which was missing already at the pick up;
- my signature at the car return has been done by the agent, it is a false signature. I refused to sign.
I am shocked by the way Hertz Israel treated me. I used Hertz in Ireland a few time with friends & I was very happy with the service & for this reason I decided to use Hertz in Israel despite it was more expensive than other car rental.
I contacted Hertz Israel. They left me on hold for 30 days and then came back issue a 38 EUR refund for the Airport Pick Up Fee without aknoledging the way I was treated and my requests.
I am not happy and I would not recommand Hertz at all.
They charged an extra $85 for normal toll roads (but initially told me it would only be $4)
I booked a car from Hertz Israel in Tel Aviv and they told me many times that the administration fee for any automatic tolls (on highways) will cost 17 NIS ($4).
I drove the car on these toll highways and the payment for them was taken automatically. That's fine. (And there's no other way to pay for these highways apart from automatic.)
However, when I got back home, Hertz Israel (Kesher Rent a Car Limited) charged me $17 USD for each time I drove on this highway as an administration fee. This came to an administration fee of $85 in addition to the toll road costs that I paid.
That's significantly higher than the toll road cost itself! And there was no other way to pre-pay this cost. I had to recover these costs with my credit card company after Hertz Israel mislead me.
Hertz Israel refused to put the matter right, after they misled me and undertook these unfair practices.
I would not rent with Hertz Israel anymore.
