Terrible customer service - con artist

I placed an order for a barbie jumper on the 17th February for my 6 year old daughter. I paid £28. There Instagram page states allow 14 days for delivery due to covid. Completely understandable. 14days came and went and no order. I then messaged through Instagram to check where my order was. Did receive a response to say they'd check. I said thank you. Few days later and still no update. I messaged again. Reply said be with you by Weds. I waited till the Friday and messaged again as nothing was received. By this point it was a month since I placed the order so had lost faith and patience so requested a refund. Was told yes of course and it would be actioned the following Tuesday. Weds comes I message again to ask if refund had been made. Was told not as they had received an email from royal mail to say it had been delivered. I replied to say it hadn't and I actually saw my postman that day. Was told to check safe place and with neighbours. Royal mail do not leave anything in a safe place or with neighbours they leave a card for you to collect it from sorting office. I asked for tracking information and delivery address was told they'd get back to me. They never did. I sent 4 messages over the next coming days to chase this. And still nothing. I tried the contact us on there website and still no reply. Honestly the worst customer service I've ever come across. Eventually received a reply to ask if I had received it. I replied saying no. They said they'd get another one printed. I said I didn't want another one and just wanted a refund as previously agreed. Was ignored. 5 messages since and still been ignored. Honestly it has been a very stressful 2 months chasing this horrendous company. Luckily I paid via PayPal so received a full refund from them. I wanted to support a small business but will not be doing so in the future as this experience has been horrendous. Never received a reply let alone an apology. Would stay well clear of this con artist as they will gladly take your money but will not provide any customer service. BE WARNED.
