Since Primera is not responsible for this fee, maybe it should not be rated for purchases.

Hello, Matt. This is Mark Strobel, Primera's Vice President of Sales & Marketing. I reply personally to any 1-star ratings, which about 99% of which are misunderstandings -- not anything Primera actually did wrong.
To clarify, the Minnesota Road Improvement and Food Delivery Fee is not set, controlled, or retained by Primera in any way. It is a State of Minnesota–mandated fee that we are legally required to collect and remit, just like sales tax. We have no ability to remove it, waive it, or absorb it, and none of that money stays with us. We agree that it is a really bad law, and we find ourselves having to explain it over and over again to an unsuspecting public who keeps voting these same lawmakers into office term after term. But don't get us started!
Because this fee is imposed by the state and not related to our products or service, we kindly ask that you reconsider the 1-star rating. Ratings have a significant impact on what other customers see when evaluating our company, and our service is consistently rated among the highest in the printer industry. We truly don’t feel this situation reflects the level of service we provide.
You will likely begin seeing this same charge on many other purchases in Minnesota going forward. If you’re willing to update or remove the rating to better reflect your experience with Primera itself, we would greatly appreciate it.
Thank you for your understanding and for giving us the opportunity to clarify.
