Got charged even after calling

It's extremely annoying when you get charged even after calling and verifying with them. I called them before using the express/carpool lanes. They asked me to call another number. So I did that and it was confirmed that I will not be charged. And we still got charged for 3 people in a car! This has happened before as well. When I called about these charges, the rep said she will transfer me to a higher tier. After staying on hold for a while, the call just got disconnected!
