Obvious scamming scheme. Designing the webpage as if they sell the actual product/dokumment but after all it's just an useless instruction. They also placed their ad right above the actual gov. page so it's easier to fall for it.
Yeah, they mentioned once it's an instruction but then 1 page further they you can order the product easily here... 20 Euro down the drain.
