Totally useless lied all the way did…

Totally useless lied all the way did everything they could to help Am parking. Both denied that I sent an appeal letter even though I sent proof to them and am parking. 4 months later I sent Am parking a letter giving them two weeks notice before I take them to small claim court that week I got a refund.so constant emails to aos and them constantly closing my case for 4 months. They are now claiming it was confusion and that the ticket was cancelled on 27.10.2022. But aos sent me all correspondence between me an Am parking and there is no cancellation of ticket. So I suggest to any one to take it to small claims court. As you imagine this is the short version of what happened lol.
Update the only reason I got a refund of my ticket is because I was going to take them to court in march 2023 there was no refund of ticket I contacted am parking twice by phone and letters. If they had cancelled my ticket they would have contacted me. They would of course told british parking association has well. The cancellation letter has magically just appied a few days ago when I would not stop complaining. I paid by pay pal so if the refund had as they say was accidentally cancelled it whould still shown up on pay pal Has cancelled. I could not even go to popla becouse i did not have a code becouse they denied i sent in a appeal letter .There was no mistake. So everyone out there knowing that they should not have got a ticket take them to small claims court. Becouse the brittish parking association will not help you and yes lie and call it a mistake

It appears the operator cancelled the PCN on 27/10/2022 but the PCN was paid as you did not receive the cancellation letter. The operator has subsequently refunded the PCN and we hope this matter is now resolved

No interest in the public or maintaining standards

About a year ago, CPPlus parking sent me several demands for charges. The photos clearly showed a foreign car which happened to have my number. They didn't bother checking this, but harassed me. I wrote to hem and they cancelled the charge. About six months later it happened again: about ten demands. Complete lack of due diligence and competence. I complained to BPA who did nothing except tell CPPlus to stop. No chastisement, no concern of any kind. No interest in good social behaviour, or maintaining the standards of their members. What exactly are BPA for and are their doing their duty?

I will never again park in a place…

I will never again park in a place where a BPA company operates. An outrageous scam wearing a mask of legitimacy. How can you justify taking £60 off somebody (wiht threat of £100 if not paid quickly) for parking in an empty car park outside a restaurant on a Tuesday night for 3.5 hours. What possible inconvenience did that cause anyone? None at all. It is wholly dispraportionate and unfair. Furthermore it will damage the business who operate in that area. I'll never go there again, to any of the shops whose car parks are BPA operated. I'm done.

The landowner sets the rules and the parking operator carries out their wishes. Millions of people park every day in the UK without any issue.

If the charge is unfair appeal directly to the parking operator and always read the signs before parking.

BPA Members only

Complete waste of time contacting BPA. As others have mentioned and judging by the almost entirely negative reviews, I believe they are there to serve there Members only with no interest whatsoever in people who don’t line their pockets.

I am stunned that you support companies…

I am stunned that you support companies that financially penalize people when they exercise their right to appeal.

That's horrendous behaviour. People should not be made to fear the appeal process.

If an appeal in unsuccessful you should be allowed to pay the discounted price still.

That's intimidation.
All your saying is

"Don't question me, pay the discount price and go away. If you want to ask questions you lose the discount"

You are letting these companies abuse people by scaring them to not appeal for financial reasons.

The appeal process should be there regardless of financial status and these companies are abusing their power with the appeal system.

The fines are disgustingly high and cause serious hardship.

Being fined £100 for being a few minutes late is an excessive amount of money and a total power trip and should be made illegal.

I will be boycotting all parkingeye car parks and all shops that use parkingeye management.

The behaviour of these companies is disgusting and you should be thoroughly ashamed to represent them.

Members only!

I parked in the Co-Op car park for a short period. Received a charge from Horizon Parking for overstaying my welcome - more than three hours. Luckily I have security cameras at home and was able to prove that I was at home during the contested period. Ticket withdrawn with apologies. Two months later THE SAME THING! Again, ticket rescinded and apologies given.
This scam must have happened to many others but they could not offer proof and therefor the Horizon invoice had to be paid.
Complained to BPA and requested that they at least admonish their member for faulty cameras. Received a standard reply from BPA - couldn't or wouldn't help. A few hours after this last email was sent I received a one line missive from BPA asking me if they could withdraw their official response. I replied yes - fully expecting BPA to send a personal explanation. Weeks later I am still waiting for a response.
What concerns me is that Horizon can continue this scam with impunity. The members association (BPA) is solely there for the benefit of its members. They are of no use to members of the public.

Parking fees should not start at £100

Parking fees should start at £10 and go up to £50 for repeated offenses... So why the F!$# is £100 the standard fee you get even if you still pay for parking!? You allow parking firms to charge a whopping £100 JUST for either not paying within 10 minutes or leaving 1-2 minutes late for what is £2.80 worth of parking!?!?

HOW IS THAT LEGAL!?

£100 is the kinda fee that should be given to those who deliberately repeatedly don't pay or causes property damage or used the car park in an unsafe way.

It is a disgustingly overpriced and disproportionate system to the actual cost of parking and the actual inconvenience you cause.

Edit: In response to BPA, You are the firm that sets the rules and terms of BPA-approved car parks, The standard of what fees are allowed to be charged, you allow car parks to charge these extortionate amounts, you don't enforce more fair rules... Clowns.

Unbelievable !!!

Having read the many reviews I believe that I can distinguish between someone who believes they are complaining to the parking company directly and those that have a grievance against BPA Mine is the latter.

Having had my appeal to POPLA given in my favour... (not because they believed it was issued wrongly. It was because they failed to supply they paperwork to POPLA.) I thought I would pass on my complaint to BPA regarding the facts that GroupNexus (parking company) had not provided a date and time stamp on the photographic evidence as required by their code. (Para21.5a) They also issued the higher rate fine even though again that is against the code when appealing.
The signage did not reflect the PCN wording where I was parked on the lines and clearly not over them.
No response from the parking company within the 14 day period of appeal (Para 23.a) etc.etc

You would think that the BPA would have enough fuel to investigate. Apparently not as they do not investigate and I Quote "if the charge was issued in error and has subsequently been cancelled" Even though my charge was dismissed because of their failure to respond to POPLA this cannot be treated as a complaint.
You might be astonished as I was to the fact that if you are not found guilty or have paid a charge you complaint will not be investigated. As stated to the BPA surely a complaint is just that... a complaint.

I understand that this system is under review by the government and I can see that clearly parking companies are making 'hay while the suns shines' and the BPA will be dysfunctional as an organisation.

My advice to others is always appeal.

It is not true they investigate breaches of the code. As in my case no further action because I was not given a fine. I have the letter if anyone is in doubt.

A bunch of frauds and scammers

A bunch of frauds and scammers. Have sent me a parking fine which states I was parking at my local Asda for over 3 hours! Who spends 3 hours at an ASDA? The proof they have sent is of the car leaving the car park and in the 2 pictures on the letter the only thing barely visible is the registration plate. I could just about make it out and read it. The 2 pictures (arriving and leaving) are in black and white but completely dark, you cannot see if it is daylight or night. Absolute frauds. I will now be installing a dash cam and seeking advice. Complete Jokes.

Abysmal service who have no interest in…

Abysmal service who have no interest in supporting the public and let the parking fine companies get away with everything. You provide all the evidence but they still don't support or get answers they just take the word of the parking fine company. Waste of space!

Abysmal, would give -100 stars If I could!

Abysmal, can't wait for these lot to be shut down later this year. The parking companies pay them a fee and for that fee, these parking companies can scam the average citizen and this "parking association" will stick up for them no matter what they do! Glad the government is finally shutting down these scam associations later in the year, I look forward to the whole parking shambles in this country is completely reformed and based on fairness.

BPA are not fit for purpose.

Over a period of two months l gave BPA information and evidence of a private parking firm not following the code of practice in relation to time frames specified for answering appeals. In the first instance BPA closed the case because of information given to them by the said parking company. When l challenged this giving them additional evidence to show very clearly that the information given to them was incorrect and again pointed out the clear case of breach of code they reopened the case asking for additional information from the parking company. A final email from BPA to me once again closed the case stating that the parking firm had made an 'administrative error' which was a total change of story from their original defence and supported with evidence that was in itself out of time and not in the format that should have been sent out had it been issued correctly and also very conveniently only after my initial complaint to BPA? Throughout this whole process BPA have totally disregarded the reason for my original complaint. BPA in this instance have very clearly demonstrated that they are not interested in sanctioning a parking company not complying with the code of practice.
The response below from BPA is a complete misrepresentation of the facts. In none of the email replies sent to me by BPA was a cancellation letter from Group Nexus ever mentioned. First response and excuse to cancel PCN from BPA stated PCN cancelled at request of customer ( a business on retail park on 30/09/22). Totally not true PCN not issued until 30/9/22, not received until 15/11/22 and l didn't approach business until 17/11/22. Next change of excuse from Group Nexus and forwarded to me by BPA was due to an 'Administration error' (????), cancellation letter was not sent out and that l had been informed by email. The email they are referring to was as a reply on an email l had sent Group Nexus telling them they hadn't responded to my PCN appeal. More importantly and very conveniently the reply email was only sent after my initial complaint to BPA. Also an administration error is not a justifiable or l would suggest legal excuse for BPA to allow. No professional organisation operating within strict policies would send a cancellation letter in this format. I have never at any time had a formal response from Group Nexus. BPA have supported all the excuses, ignored the facts and never had any intention of carrying out their remit.

The case was then re-opened as you stated you did not receive this letter – operator found an administration error which stopped the letter from being issued and the status of the PCN not being changed. A new letter was sent to you to confirm and the case closed.

How is a law abiding citizen powerless against parking enforcers?

How is a law abiding citizen so powerless in the U.K?

I have an open and shut case of being a legitimate tenant of an Airbnb. I parked in the car park for tenants and "Elise parking" has been contacted by myself and the owner to say I have every right to park there.

The manger and myself have contacted both Elise parking and Smart Parking only to now be ignored.

I've raised a case to the British parking association I have no confidence or hope that this simple case will lead to it being squashed.

I feel certain I have no recourse to fight 8 separate £100 fines for coming and going from work.

This is an unbelievable nightmare.

Really Unhelpful

Along with POPLA, the BPA only succeeds in giving their scamming member parking operators some degree of perceived legitimacy. Their parking code of practice is not worth the pdf it is written on, because according to their (and POPLA's) interpretation of the code, they endorse member operators (in my case Euro Car Parks Limited) using deliberately misleading signage to scam drivers into inadvertently infringing parking t and c's so that they can issue ridiculously inflated parking charge notices.

Illegal operation contravenes the human rights act - mocks the law - no innocence until proven guilty

Thankyou for your reply BPA - the only misconception I feel I have is that a parking system whether on private or public land has been devised to penalise people who take the time to pay parking tarriffs. Having done that they are then subjected to ‘fines’ ( which makes me question why anyone bothers paying if they are going to be fined) . If I wanted a fine I would not pay a fee. However now making human errors have become a time wasting exercise . Who is incentivised to go through the appeals system, is the ‘time’ it takes me to uphold these rules fiscally rewarded. No instead the the time I took to pay to park is regarded as an offence under your rules as I or others may on any given day make a ‘keying’ error.
I apologise for not accepting these rules and regarding them as anti- human rights, however that is exactly how I regard them.
A fine is by definition is a ‘criminal sanction’ therefore people are being ‘criminalised’ for being ‘human’ which is something I personally have difficulty in accepting on any land private or public.
I accept I made a keying error however I will never accept that is a ‘criminal’ matter but a ‘human error’ . A keying error then triggers a whole bureaucratic system - which still results in a fine to no doubt finance the bureacracy of it all . All anyone can do is appeal to have it reduced not quashed.
On these grounds I refuse to pay anything to anyone personally as I find the whole system dubious . If human rights are no longer a tenament of the BPA and are infact an engineering system to eradicate them , devised and written in ‘rules’ then I cannot and will not accept your rules .

• to be informed promptly, in detail, and in a language you understand, the nature and cause of the accusation against you;
• to have sufficient time and resources to prepare a defence;
• to defend yourself in person or with legal assistance of your own choosing;
• to examine and have examined witnesses against you, and to obtain the attendance and examination of witnesses on your behalf
• access to the free assistance of an interpreter if required.

This fundamental right to be treated as innocent until proven guilty is also an international human right under Article 11 of the UN’s Universal Declaration of Human Rights. It states that “Everyone charged with a penal offence has the right to be presumed innocent until proved guilty” and that “no one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed”.

These rules do not apply to the BPA or their members , they have taken it upon themselves to be the 'law' regarding parking matters which is concerning to say the least. They have manufactured rules to further their disregard of the people in the UK such as 'keying errors' and operating selective cctv systems , they see fit to terrorise the elderly and people with disabilities who for various reasons cannot or will not download apps , apps which do not respect privacy and collect data ( which they probably share/sell to third parties- resulting in data breaches) . The appeals system is a mockery of every individual . UPDATE: It is only fair to say that after I sent some emails and thought about NVDA ( non violent direct action ) towards the car park payment meter , that a very helpful young man from the council spoke to me and the bailiffs were stood down and we agreed on the £20 penalty for the offence of paying to park - I must however commend them for their total ' perceived chillness' to my NVDA's in their mailboxes and thank them for their understanding.

Disgusting just received a fixed…

Disgusting just received a fixed penalty charge for £60 as drove into a car park in Walsall TC could not park reasonably so waited for someone to move when they did I parked sensibly as I got to the machine a man stopped me and said your best parking elsewhere as its a standard charge for vans at £4.80 so I got back in the van and left the carpark I was there all but 12 mins never even left the darn carpark and yet received a ticket for £60 what the hell!!??
Needs a big sign up warning people if you've not paid within 10 minutes you'll get a FINE.... Ridiculous I will appeal but of course after reading the reviews doubt it will be successful.... Seems everyone else is wrong but BPA never are

Thanks for your review. We suggest that if you park anywhere you read the signs carefully for the T&Cs. From your description, this sounds like a council-operated car park and £4.80 seems very good value for money, certainly better than £60.

Not worth contacting

From my experience, do not contact the British Parking Association if you have an issue with one of their members, even if the parking company has broken the Code of Conduct. I believe the Association had no interest in helping me.
Do what I did, contact your local Trading Standards instead.

Please note that we always investigate any potential breach of our code by a member and in the vast majority of cases, there is no further action to take. However, when issues arise that need to be addressed we will ask the operator to rectify these or face sanction points. Trading Standard will very often refer cases back to us if you contact them but we would of course be interested if you were able to resolve whatever issue you had with one of our members.

Will not support you at any stage

Had a PCN, appealed, rejected, appealed to popla, rejected.
Evidence pack provided to popla by premier park has 2 year old photo in it.
If common sense had been applied to this issue it would have been resolved.
Popla and premier park have been very unhelpful. Both hide behind email walls. No quick easy way to contact them.
No acknowledgment of emails.
Popla disputed 'new evidence' proposed during my response to premier parks evidence. Ignored half my points.

Both pushed me toward CAB. And now so have BPA.

They have taken no effort to take premier park or popla to task over their poor handling of my case, each complaint is shut down with no dialogue.

I have told them premier park refuse to engage with ringgo and ringgo won't get involved. Nothing has been done.

Ringgo was at fault yet I'm stiffed with the bill.

BPA do not help at all, if you are at the stage of taking any process to task with them, they will do nothing to help you. It's just a time wasting exercise at this stage.

I would rather all car parks be manned, rather than using cameras and automated systems which can and do go wrong. it will be your responsibility if that system goes wrong. And not one of these companies will help you.

I've asked for a refund on numerous occasions on the session that was booked incorrectly and still to this day, 3 months later have had no refund from Premier park.

No one seems to care.

I have complained. On numerous occasions to both popla and premier park, both companies shut down with responses but the responses do not answer anything. Both companies are evasive but 'follow the code of conduct'

How they are allowed to do this when the matter of my issues have not been resolved is a joke.
The stock answer from the BPA has been rolled out. As it will be with other issues that people raise.

The whole process is rigged against you. If you are reading these reviews then I'm sure you will be in the same position.

I wish I can give them 0 review. I received a PCN for attending my local lounge where I paid to get in and even bought a drink then left, buy forgot to tell them that I used the car park. The next thing is I received a ticket which I made an appeal with evidence showing that I was a customer. Only for this company to refused my appeal that my evidence does not prove anything and reduced the payment to 20 pound which I ignored. Now they're asking me to pay 140 or there's going to be a recovery. Why should I pay for being a customer? I am ready to take this people to court. I have informed my brother whom is a lawyer for this nonsense.
