I placed an order to this guy in April

I placed an order to this guy in April, after I pay deposit, he sent me a draft, but the font, signatures, seal on the draft are all not same like other people's, and there are so many spelling errors, I marked the errors again and again, but he still can't make it correctly. I think this guy even doesn't know English at all, and the beautiful samples on his website may have been stolen from others because the photos are with different backgrounds.
