The Chap Pete Has Issues, Lack Of Communication Skills

My Girlfriend's, Co-Worker, "Customer" had recently lost her husband, He was disabled and the shower floor needed rennervating. As her English was minimal, I said I would try to help. I called Pete of Ceramic Solutions who said he would attend the address in Poulton on Thursday around 12 - 1300 hours. So subsequently "Customer" took the morning off work to wait for him, By 13.30 no show so I called Pete. He was stuck near Lancaster so said tomorrow 09:00. no problem, This happens, no ones fault really. "Customer" lost the mornings work but such is life.
Next Morning Pete attended, spoke to my girlfriend, who happened to be there and informed her that he would send the quote to myself.
I waited, As I was getting asked if I had received the quote I called Pete on Monday 8th Sept. Pete asked for my email address, which I sent, he said he'd send it. Nothing. So I called again the next day, Tuesday. He said he was grouting a floor and would send it later, Nothing, So I called after work, Approx 5:30. He told me he was sitting in the van writing quotes and I'd get it in about 10 minutes.
Up until now everything was friendly, polite and courteous,
My girlfriend was next to me at this time so she was aware of what he said.
However, Still NOTHING by the next morning, Now I was getting angry.
He wouldn't answer the phone so I left him a message explaining that I was getting "P'd off" chasing this quote and with all due respect that if he didn't want to do the job, please let us know so we can go elsewhere. My message was angry but not threatening or over the top. I don't do well with people who play games and this wound me up big time. What is so difficult?.

But then, he REALLY tries to twist the knife in further by sending the following email;

Further to your recent enquiry and my site visit to Poulton last week, I've prepared a quote for for the works.
Ill send over seperate to this email shortly.
Look out for it ,sometimes goes to spam folder as it will have a PDF Attachment.

I was stunned by this guys attitude, grammar and spelling. Any normal person would have simply attached the quote to this email. Who behaves like this.?? And Why???

Of course there was no following email with a quote.

The Email was from Pete Ainscough, so I assume that is his name.
From My point of view I really cant believe that ANYONE on a professional level would behave like this, Not only has the poor "Customer" now wasted her time like this but she still cant use her shower. Further, he has not only wound ME up, he has also damaged his own reputation.
If he answers this by saying I was rude and swearing, That happened AFTER he messed me about for days. I have kept ALL messages in case needed.

Message for Pete: If you don't want a job, Simply say so, Nothing needs to be so dramatic.

I was intending to use this guy to re-tile my Kitchen floor and My conservatory if his work was good. But thank god I found out what type of person he was before hand.
