Does not cool at all. It'a a heater!!!!

I finaly received my Epicooler. It doesn't cool at all. It is a space heater and nothing else. The publicity was completely false. I filled out the info. to return it. Got an email to send more photos of my package. Have not heard from them since. It has been 10 days and I just sent another mail asking for info. about my return. Would like to know how to make a complaint about this company. Is there no Better Business Bureau in France?????
