With ZeBitcoin you can pay before or after verification of your account,
Yet you must provide documents asked to unlock your order as this is a legal requirement.
Processing refund is a service that our banking partner bill to us, hence we report this to you according to our term of use.
Moreover, you went thru the KYC process and your command was delivered.
Hardly a scam but anyway have a nice day.
