Horizon Parking issued me a so‑called…

Horizon Parking issued me a so‑called “Parking Charge Notice” claiming I had exceeded the maximum stay period at a Tesco car park. Their own letter states that my vehicle was on site for just 1 hour and 12 minutes. That alone completely destroys their argument. The standard free parking period at Tesco sites is typically around 3 hours, not 1 hour, so their stated “reason” for the charge is absurd and appears entirely baseless.

In my view, this is a disgraceful way to treat genuine shoppers. Instead of managing parking fairly and transparently, Horizon Parking seem more interested in extracting money from people who have done nothing wrong. Issuing a penalty on the basis of a 1 hour 12 minute stay, while claiming the maximum stay has been exceeded, feels like an attempt to intimidate and profit from misleading paperwork rather than to enforce any fair rule.

The person or team responsible for generating and checking this notice clearly has not taken even basic care to ensure the facts match the allegation being made. Sending out a formal demand that contradicts its own stated timings is, at best, incompetent and, at worst, could be seen as acting in bad faith. Any reputable company would be ashamed to let something like this leave their office.

Because of this experience, I have absolutely no confidence in Horizon Parking’s integrity or professionalism. I regard this charge as completely unjustified and will be challenging it through the proper channels if they decide to pursue it further. If they are reckless enough to take this to court, I will be seeking to recover my full legal costs and compensation for the time and stress caused by their unfounded claim.

No one should have to waste time and energy fighting a company over a parking notice that is contradicted by the company’s own evidence. On the basis of my experience, I would strongly warn others to keep detailed records, photographs, and proof of shopping if they ever have the misfortune of dealing with Horizon Parking.

Horizon harassing and bullying Tesco…

Horizon harassing and bullying Tesco customer/s? (Obviously with Tesco's approval and permission!
Parked at Tesco superstore leisure way Lowestoft for 37 minutes! Issued parking charge notice! (Offence 4/1/26, notice issued 14/1/26, received 20/1/26).
Called Tesco, after a big run around was advised by Tesco car parking team that i had to appeal first, then if no joy to go back to Tesco car parking team to evaluate the situation and to take matter up with Horizon Parking then only! These things cause undue and uncalled for stress, trauma, anxiety, frustration!
Parking Charge notice received only on 20/1/26! Have appealed but definitely not a happy chappy! (NB TESCO HAS 3 DIFFERENT PARKING TIMES AND NOT STANDARDISED! BE WARNED!! OBVIOUSLY THESE UNFAIR PARKING RUKES WAS AGREED TO BY TESCO WITH HORIZON AFTER PROBABLE ADVICE RECEIVED FROM HORIZON HOW TO FLEECE AND EXPLOIT TESCO CUSTOMERS! (MY OPINION).
BE CAREFUL OF ALL PARKING COMPANIES! THEY OUT TO FLEECE YOU FOR THEIR CLIENTS!
TESCO HAS LOST A LOYAL 23YEAR SHOPPING CUSTOMER?

We paid for parking but made an honest…

We paid for parking but made an honest mistake and put the wrong reg number in.

On appeal of the PCN we were turned down. This feels disingenuous and a way to simply earn money from people not provide a service.

Will not be parking with them again ever.

This company is not a legitimate…

This company is not a legitimate business!
I was in a small retail park and stayed longer than the said maximum of 3 hours. Who would guess that you can only stay in a retail park for a maximum period of time!
I was in a Costa Coffee drinking coffee and eating food that my friend and I had paid for.
They sent me a charge of £100 which would be reduced to £50 if I paid in 14 days.
I appealed which was rejected but they made the offer, ‘pay £15 in the next 14 days and that will be fine’.
How do they justify such a try on? It’s ridiculous, complete cowboys!

Piss takers

Piss takers. Payed our fine because of the horrible nasty letters. Sent proof of payment but that wasn’t good enough. We have had a court summons now. I will not let this go, I will take this scam of a company to court myself for harassment!!!

Horizon parking, despicable people!

What a SCAM. Completely un-contactable! The fine itself is bull shit, park above ASDA, across the road and it's free. The charge is not obviouse and designed to catch drivers/shoppers unaware, I'll bet a huge portion of their illicit earnings are from fines.
Worse, you have to provide your card details, so there is a possibility they can steal your money later.

Another atrocious experience with these…

Another atrocious experience with these thieves. The local co-op has a carpark operated by Horizon. Recently, an Instavolt car charging station was installed. Very convenient except the 45 minute time limit still applies if you charge your car (at £0.89 ). Appealed the charge, and appeal rejected. Just nasty, thieving spivs.

I tried to pay for my parking but wasn't allowed to - then they fined me for non payment!
I appealed but they fined me anyway.
Liars. I will never use their car park again.

Absolute parasites

Horizon Parking operates with incompetence or dishonesty
Rest assured that if you park in one of their car parks they will find a reason to send you a parking charge notice even if you did nothing wrong
Do yourself a Favour avoid using their car parks or stick some tape over your number plates before you enter
You have been warned.

Money making machine

Got a Parking Charge Notice issued 18/12/25 arrived 29/12/25 with 3 days left before fine boosted from£51 to £85. Parked in a Blue Badge Bay - Badge displayed. Went to the Co-op spent £35, a flower shop £26 then sat in Costas and had 2 coffees and some cake £22. Had a pleasant morning and light lunch all good. Seems that 2 hrs 28 minutes spending money at the Fryern Arcade shops is not enough. Add a £51 parking charge. No concessions for Blue Badge even though extra time is allowed virtually everywhere else in Hampshire. What a bunch of crooks doing the Fryern Arcade no good at all. We won't ever go back and will tell everyone we know. You have to have complete morons responsible for the Arcade to appoint these clowns.

Horizon parking

I received penalty for overstaying even though I payed for 10 hours I actually stayed for 4 and a bit hours . Penalty was reduced after I sent evidence that I had paid the correct amount with horizon then saying it must have have been a incorrect input but sending me no evidence of said mistake

This appears to be a company who make…

This appears to be a company who make money (£55.3m last year) by confusing customers, displaying contradictory signage, use complicated payment technology, sending penalty notices and trading on customers fear of escalating costs as they try to defend the payment they made in all honesty for the time they spent parking.

Both my sister and I were caught out at Porlock Weir and we will not be visiting again. In fact for every parking transaction we will now pay in cash, video the transaction and keep the receipt until we know we haven’t been conned, I mean have a penalty notice issued.

Awful company.

Awful company.
Drove in the night, parked in a car park just after midnight for an hour, not realising it was attached to a Travelodge.
No signs I could read in the dark.
Got a ticket and disputed it.
No visible signs that you had to pay.
Do they except everyone to walk around in the middle of the night as a single female, looking for signs just in case there are any after none visible when driving in.
I thought companies had duty of care.
Parked 1 hour to have a nap in the car as couldn’t drive anymore, cost me £51.😡😡😡

Linenhall St, Chester Car Park

Parked at Linenhall St car park in Chester; we regularly park there so know the drill at the payment machines. Several weeks later we received a Fine Notice stating ‘failure to pay for duration of stay’. I knew we’d paid in full so sent a copy of my bank statement showing £4.90 for 4 hours. Horizon’s own system showed camera shots of our car’s entry & exit - proving we were well within the allotted time paid for. Ignoring our proof of payment, Horizon sent a copy of their record showing I did not put my FULL registration number when purchasing ticket, just the two first letters - YB. Even if I hadn’t put in the full number - which I dispute - Horizon still happily took our money whilst simultaneously claiming that their system couldn’t match our payment with our car! I asked how many other vehicles with the registration number starting YB had entered and exited at the same time as us that could be matched up to our payment? Unfortunately, due to time lapse, the ticket had been thrown away so no proof. Then put our trust in POPLA appeals process - total waste of time; like Horizon, they make all the right noises but their practices appear to be highly contentious.

Absolute rip offs as a company

Absolute rip offs as a company , overstayed at a Tesco, did not receive a PCN to pay the discounted rate and they had the absolute piss take to send a final reminder stating if not paid in 14 days further action will be taken. If possible avoid their carparking sites.
