We are not sure what are you referring to by this claim, as withdrawals from Kriptomat, either of Fiat money or Crypto are possible, and there are no charges other than stated fees for processing transactions, which you can check here:

You do not need to pay anything in order to be able to withdraw your funds, hence we are not sure what are you referring to.
