If you are considering purchasing a property from Peabody, you should carefully understand how their communal heat network operates. This is not a minor billing issue — it is a structural arrangement that can leave residents forced into a single supplier, unable to switch, paying above-market energy prices, and facing serious barriers to accountability.
Please be aware of the following key points:
1️⃣ You are effectively forced into the heat network – whether you sign a separate contract or not
In practice, Peabody’s heat network is not optional.
Once you complete and move into the property, you are treated as having accepted the heat network arrangement.
There is no opt-out.
No alternative heating option.
No individual boiler.
Even if you never sign a separate heat supply agreement, occupation itself is treated as consent.
This means:
👉 Once you move in, you are permanently locked in.
2️⃣ Pricing is monopolistic – residents pay above-market energy prices
Peabody operates a landlord-intermediated heat network.
This means:
The building has a single central heat system
Residents cannot choose another energy supplier
You cannot switch to standard gas or electricity tariffs available on the open market
In this closed structure, prices are not set by market competition but determined internally within the landlord framework.
The real consequences are:
👉 Unit heat prices and standing charges are often higher than standard market energy rates
👉 Residents are required to absorb the capital and operating costs of the central system
👉 When prices increase, there is no ability to negotiate or switch
In simple terms:
You are paying monopoly pricing, not market pricing.
3️⃣ When problems arise, Peabody redirects responsibility to Insite – despite retaining real control
On the surface:
Billing is handled by Insite Energy
Metering and account systems are operated by Insite
Peabody will typically respond by saying:
“This is Insite’s billing or system issue.”
However, in reality:
Your heat supply contract is with Peabody
Tariffs must be authorised by Peabody
The heat network structure is established by Peabody
Insite acts only as an operational agent.
The practical result is:
👉 Residents are passed back and forth between organisations
👉 No single party accepts end-to-end responsibility
👉 Obtaining full billing and pricing transparency becomes extremely difficult
4️⃣ Core billing data is held by third-party systems, making transparency very hard to obtain
Meter readings, tariff history, top-up records and annual statements are held within Insite’s systems.
Peabody itself typically does not hold complete datasets.
As a result, when residents request multi-year billing records:
Peabody directs them to Insite
Insite often fails to respond or provides only partial information
This is not incidental — it is a structural consequence of the way the system is designed.
5️⃣ Prepayment accounts place residents in an extremely weak position during disputes
Most Peabody heat networks operate on a prepayment basis.
This means:
👉 If you do not top up, you lose heating and hot water.
Even when charges are disputed, residents must continue paying to maintain basic living conditions.
This creates a severe imbalance of power in any disagreement.
6️⃣ Heat networks are now under Energy Ombudsman oversight – yet Peabody remains unregistered
Since April 2025, heat network consumer disputes fall within the Energy Ombudsman framework.
From 27 January 2026, all heat networks are required to be regulated by Ofgem and registered with the Ombudsman scheme.
However, at present, Peabody does not appear on the Energy Ombudsman supplier register.
This means:
👉 Residents are effectively excluded from standard consumer energy protections
👉 Buyers are entering a regulatory grey zone
For anyone considering purchase, this is a serious red flag.

The experience after completion has been quite disappointing.
The team are incredibly slow in replying to emails if they reply at all.
Buyers were not informed that the virgin fibre optic cable advertised had not been built which made purchasing internet a real pain.
The finish on flats is poor, as well as electrical issues with gates, intercoms and lights that do not work.
New home inductions were a month late as the person running them was on holiday when most people completed and no one was organised to step in.
Some flats received welcome packs and others did not.
All to say that despite Alex and Isaac being so kind and hardworking, there have been a number of issues. Maybe they are understaffed or overworked as a team, or maybe there is an issue with management.

I received comprehensive explanations about the development, helpful payment suggestions, and complete material related to the project, which made the decision process much easier and more transparent.

The developments that Peabody have are really second to none. I viewed their development in Haringey and whilst unfortunately I wasn't able to invest (for reasons solely due to Haringey council, not Peabody themselves), I will almost certainly be going to Peabody developments in the future.
