Terrible experience, total lack of transparency, and disgraceful customer service
I strongly advise against renting a vehicle with this company. The insurance coverage they promote is completely misleading. The so-called tire excess fee is nothing short of a scam: they force you to pay for the full repair of the tire out of pocket, and on top of that, they charge you 150 euros (120 euros for the full excess plus an additional 30-euro "admin fee" for managing something you already paid for yourself).
The insurance coverage outside of Bulgaria is useless and offers zero peace of mind during your trip. To make matters worse, the customer support is appalling—the agents were extremely rude and unhelpful when asked for explanations.
Due to this clear abuse and unjustified charges, I have officially filed a complaint with the relevant consumer protection authorities. Save yourself the stress and rent from a transparent, honest company instead.

We would like to clarify that as a spare tire was available in the vehicle, Article 10.9 of the General Terms and Conditions of the Rental Agreement requires the customer to replace the damaged tire with the spare tire themselves. As this was not done, any services provided by the third party, including the related costs, remain at the renter's expense.
Regarding the €120 excess and the €30 administrative fee, we would like to clarify that both charges are based on the rights and obligations set out under the additional Top Protection coverage included in your rental.
Under this coverage, your financial liability for tire damage is limited to €120. This excess applies whenever a damaged tire needs to be replaced.
The €30 administrative fee also forms part of the applicable damage procedure. It is charged when new damage occurs to a rental vehicle and covers the administrative work required to process and resolve the damage, including its assessment, documentation and handling.
We fully understand that this situation has caused you inconvenience. However, our team made every reasonable effort to assist you under the circumstances, and the charges were applied in accordance with the agreed Rental Terms and the coverage included in your rental. Based on the circumstances of the case and the applicable Terms & Conditions, we consider that our contractual obligations were fulfilled.

Questa è stata la seconda volta che ho noleggiato un'auto da Top Rent A Car a Sofia e, purtroppo, sarà anche l'ultima.
Durante il primo noleggio, sono stato spinto ad acquistare una polizza assicurativa aggiuntiva che costava più del noleggio stesso. Il personale l'ha presentata in modo tale da farmi credere che fosse legata al deposito cauzionale, approfittando della mia scarsa conoscenza delle condizioni contrattuali.
Nel corso del secondo noleggio, al momento della riconsegna, non sono stati riscontrati danni. Tuttavia, mi è stato addebitato un importo di circa 90 euro semplicemente perché i tappetini risultavano, a loro dire, sporchi. Nessuno mi aveva informato che l'auto dovesse essere restituita dopo un lavaggio o una pulizia professionale e, a mio avviso, le condizioni del veicolo non giustificavano un addebito così eccessivo.
Alla luce di queste due esperienze, ritengo che le pratiche dell'azienda siano poco trasparenti, scorrette e mirate esclusivamente a ottenere pagamenti extra dai clienti.
Consiglio vivamente a chiunque stia pensando di noleggiare un veicolo presso questa società di prestare la massima attenzione, di richiedere tutte le condizioni per iscritto e di fotografare sia l'esterno che l'interno dell'auto prima di riconsegnarla.
Non noleggerò mai più un'auto da Top Rent A Car.
This was my second time renting a car from Top Rent A Car in Sofia, and unfortunately it will also be my last.
During my first rental, I was pressured into purchasing an additional insurance policy that cost more than the rental itself. The staff presented it in a way that led me to believe it was connected to the security deposit, taking advantage of my limited understanding of the terms.
During my second rental, when I returned the vehicle, no damage was found. However, I was charged approximately €90 simply because the floor mats were allegedly dirty. Nobody had informed me that the car had to be returned professionally washed or cleaned, and in my opinion its condition did not justify such an excessive charge.
Based on these two experiences, I found the company’s practices unclear, unfair and focused on extracting additional payments from customers.
I strongly advise anyone considering renting from this company to be extremely careful, request every condition in writing and photograph both the exterior and interior of the vehicle before returning it.
I will not rent from Top Rent A Car again.

Regarding the additional insurance, our optional protection packages are clearly presented as separate products and are not a requirement for renting a vehicle. The security deposit and insurance coverage are two different matters, with their respective terms and conditions explained during the rental process. Customers are free to accept or decline any optional coverage.
With regard to the cleaning charge, vehicles are expected to be returned in a reasonably clean condition, as stated in our rental terms. Cleaning fees may apply when a vehicle requires additional cleaning beyond what would be considered normal use. These charges are not intended to generate additional revenue, but to cover the costs associated with restoring the vehicle to the required standard for the next customer.
We understand that customers may have different expectations regarding what constitutes normal dirt or cleaning. Nevertheless, the applicable terms and conditions are provided as part of the rental agreement and apply equally to all customers.
We are always happy to review individual cases, and we take any concern regarding our procedures seriously. Unfortunately, based solely on the description in this review, we cannot determine the exact circumstances of either rental. We would therefore welcome the opportunity to review the relevant rental agreements and inspection records with you directly.
