I've used LCC for a few years now and have always found the service to be excellent. Staff are really helpful, both in the booking office and on site. Well done to Stoycho Zhekov who looked after me when returning the car on Sunday 22nd March 2026.

A long wait at the airport for the shuttle to take us to the car compound.
The cars ate kept offside at a fairly difficult location to find for the return.
Only one person at the office desk, nearly an hour to get served and to receive the car.
Lots of up selling going on, be aware.
Once we had the car it was great, nearly new.

The gentleman who helped me out of the car park from low cost cars Plodiv Airport was brilliant. Super helpful, and friendly. He made all the difference to the beginning of my trip as I was slightly nervous driving alone on the right hand side of the road as I’m from the Uk. Thank you so much , apologies I do not know his name but hopefully my description of the situation is enough to pass on my gratitude to this lovely gentleman from low cost cars BG

Car pick up was not so smooth as the pick up van was small and unable to accomodate all that were waiting. We have to wait for the next can which was like another 30 mins. However, after service is good. Have to cut short our trip as my companion broke her knee during skiing. Emailed low cost and they are very accommodating. Allowed us to change our drop off at the airport at no extra charge. Timely reply. Really good!!

I booked the rental through DiscoverCars and went to the airport reception desk on arrival, but it was closed. Other people nearby mentioned this was normal for them and that they are never at their office but rather that the rental office operates off-site. To be fair, the DiscoverCars app does instruct you to call for pickup. After calling, a shuttle arrived and took us about five minutes away to the rental location, where the check-in process started.

We were warned by the other operators that Top rent a car or low cost cars are pretty poorly reputed, known for overcharging once you pick up the car, and not helpful overall.

One important note: they only accept Visa or
MasterCard credit cards. AMEX wasn’t accepted. You can still pay with another card type, but in that case they require roughly €60 for coverage and a €150 deposit. Slightly inconvenient, though DiscoverCars does allow cancelling their insurance on the day, which helps.

During the rental everything went smoothly, and the return inspection was straightforward with no issues or extra charges. We were told by others who used the company that there could be a cleaning fee if the car was dirty, but none was applied for us, just something to consider. The only inconvenience on return was waiting about 15–20 minutes for the shuttle back to the airport, which made timing a bit tight for check-in.

Overall: a generally good experience once you understand the off-airport process and payment rules, though parts of the pickup and transport logistics can be mildly frustrating.

Staff lied about the legitimacy of the IDA international driver's permit, Which will cost you around 100 euro, They just want that car rented and out of the door, Even if your liscence isn't technically valid. I asked at a local police station if you could use these IDA permits while in Bulgaria as the staff had stated with a USA license and they said NO! Any IDP has to be issued by your home country BEFORE you visit Bulgaria, Anything else is not legal. Also witnessed other customers on return being charged an admin fee for small scratches on hub caps even though they'd bought the maximum insurance. Staff lied both on the counter and on the helpline about the online IDP. I ended up using taxis everywhere in order to reduce the risk of being stopped by the police! Disgraceful unethical business practices, Will never use them ever again.

17/02/2026. Company response received, Which is appreciated. However, According to the Bulgarian Police department and the UN, The permit that is issued by the IDA is not a legal international driving permit, Merely a translation of a liscence document and holds no legitimacy in any country as a driving permit. Contrary to your words that I was informed of this by your staff simply is not true. If you stand by the permits legitimacy, Please post the legal legislation on here stating that a digital Permit without a wet ink signature is legal to drive with in Bulgaria and display it in your office. I cannot recommend this rental based on my experience.

The vehicle I received was in poor maintenance condition. The regular service interval had been significantly exceeded, and the cabin air filter was soaked with moisture. As a result, the windshield repeatedly fogged up from the inside, even with maximum airflow and the air conditioning set to 29 °C. Additionally, it was practically impossible to heat the interior properly. With outside temperatures around 2 °C, this is a safety and usability issue that should not occur with a professional rental company.

On top of that, I was charged a “late fee” of 28 EUR, even though I returned the car at 23:30 — more than 10 hours before the contractual end of the rental period. There is no factual or contractual basis for this charge.

What ultimately made the experience worse was the reaction of the staff when I raised these concerns. Instead of addressing the issues professionally, I was met with a shrug and a smirking remark suggesting that I should “complain to customer service.”

I am fully willing to pay for services properly rendered — but I also expect a roadworthy vehicle, correct billing, and professional conduct. Unfortunately, this was not the case here.

Nice car! Comfortable to ride! I love the gas option as it saves lots of money!

I am not going to claim the car was pristine as it was quite high mileage but .... it did everything well .. pick up and drop off was reasonably efficient (no matter who you rent from car rental documentation seems to be stuck in the pre tech age) and transfer to/from the car depot (Sofia Airport) was quick.

For the price it was very good

Customer service has always been excellent with this company third time in four months I have used them and the guy I returned my car to at Plovdiv airport was very friendly very helpful

overall all went smooth and as planned, got the car that we actually booked in mint condition + LPG was a free bonus. Keep in mind you will have to be taken by a shuttle service so add another 15 minutes to your itinerary

Outstanding service, car was ready and clean at pickup and car was in very good condition. On return it was very smooth and quick with immediate deposit return.
