My son received a parking ticket from this company it showed a Silver Micra going into the car park & my Son's car a Black Corsa coming out. How ridiculous obviously they don't check these things before sending them out. Luckily he's got proof of payment but can't see the PCN being upheld anyway with the wrong information on, they are meant to be factually correct.
Scam company
Scam company. They don’t care about anything except taking your money. They don’t analyse any case, they just force you to pay and that’s it. Scammers!

A horrendous money making company who has an “appeals” process that clearly don’t look at the evidence, I even sent the transaction proof of a 2 hr stay provided, and they still declined my appeal, avoid their car parks at all costs, Lean Gate QMC hospital in Nottingham was the one I used.
Bunch of rogues
Bunch of rogues, I used the car park, the machine was not working, I decided to use my phone to make payment for 1hr (£2.90), i received a ticket for staying for 75mins including the time I was trying to pay by their machine and using phone, I sent the proof of payment for 1hr and they asked for £20 payment for the 15mins it took to pay on the phone!

SCAMMERS I used a carpark they control in Tonbridge Kent on may the 25th for a couple of hours just to go for a meal, we used their phone and pay service and went through all the procedures giving bank details and stated what time we would leave, then the call ended, we noticed that all that went out of our account was 1p which we thought was odd and now they're chasing us for a parking charge for their mistake, absolute con people.

There is little point of leaving a review here as this company does not need to attract customers, nor do they even bother to read the reviews in order to improve.
My employee received a PCN for not entering a number plate in their console as it was broken at the time. They (C E) were aware it was broken and had also emailed the Care Home (who own the car park) to promise not to issue PCNs while the console was out of order.
Don't expect any kind of customer service as you are not their customer, you (we) are just victims to be robbed by a bunch of crooks masquerading as a legitimate business. All these car park companies are the same, scum basically.
Terrible company .
Terrible company .
No way to contact them via phone other than to pay the fine , you can appeal but only twice, i did appeal twice and included evidence of my granddaughters appointment, and my neurodivergence’s i then received a letter offering me to pay 20.00 which i did immediately and it then stated balance 0.00 to then receive a letter the well after stating i must pay 140.00 immediately and if i don’t it will escalate to 170.00 !
I have found there office email and legal team in reddit emailed them the proof of the offer and payments and had zero response as yet .
please respond to your emails and stop getting genuine people with disabilities in debt .
scammers
Even though I entered my registration on the screen, they still sent me a fine. Luckily for me but not for them, I took a photo of this otherwise I wouldn't have had proof. I think this is a scam because how many people take a photo and just trust that it worked. I appealed successfully but they shouldn't have sent a fine in the first place.

They are in breach of BPA code of practice in many areas, not even providing contact email address. They send a second reminder for £100 very late to give you little time to respond. To Whom It May Concern,

SCAMMING COMPANY
SCAMMING
Have a carpark linked to a NHS building with little to no signage and got a £60 for a 20 minute medical emergency appointment. They like to not have clear signage and seem to have carparks in places to catch people out. IE, CAREHOMES, DOCTORS ETC. Lowest of the low company
This company should not be operating…
This company should not be operating legally. There is no way to contact them other than to pay or appeal, but if you appeal and they deny it, you pay the £100, regardless of when the appeal was made. In the FAQ it says to contact them if you can’t afford to pay. But there’s no way to do that! I used the appeal link to ask for a payment plan and submitted proof of benefits. I received a response within a couple days for me to submit proof I was using the leisure centre, but again there was no way to submit it. After 14 days I got a reply that they didn’t receive that and that they wouldn’t offer me a payment plan ‘at this stage of the process’. But, offered me to pay the £60 instead of the now £100. I couldn’t take the stress and paid the £60. I took photos and printed the receipt. Disgraceful
Horrendous to deal with
Horrendous to deal with, no way of contacting. In short - the place i park my car didn't put my car on their system for months. dont see how this makes me liable. contacted all parties trying to resolve. CE state not their problem and remains my fault and the fine remains - to park somewhere i am a paying member for and contacted them with my car reg details. Common sense is out of the window with these crooks.
It is time they were stopped!
At the end of May 2023 my wife went to a birthday party at a local care home. She didn't know that she had to enter her registration number on a screen inside the building and a few days later I received a Parking Charge Notice, which I challenged by appeal to C-E then to POPLA, both unsuccessful. I made it clear to C-E that I wasn't paying and I challenged the validity of the PCN on legal grounds. On 28th November 2024 they sued me and a hearing date was set for the first week in July, however, just over a week ago C-E abandoned the claim. My legally based defence may help others and I am happy to help anyone if I can. The Notice to me was based on Schedule 4 of the Protection of Freedoms Act 2012. That Schedule is only there to cover situations where charges to park have not been paid and the provisions of the Schedule are mandatory, which means they must be strictly followed and adhered to. In my case it was alleged in the Notice that I had failed to obtain a permit to park. There was no mention of failing to pay to park. I believe my defence was valid and I later learned from the 'Parking Cowboys' website that they agreed with my interpretation of the law. I have now written to Which Magazine with particulars of my case, as they featured parking companies in this month's edition, and I wrote also to my MP. If I can help anyone then I am on Facebook under my name, Anthony Bridge.
awful company, threats and demands
awful company, send a threatening letter to my house demanding £140 for parking 1 minute past the store close time. no contact information and no way to appeal as it says i have 30 days to appeal but i only got the letter threatening to take me to court. disgraceful behaviour, daylight robbery they should be ashamed of themselves stealing from hard working people just trying to get by
Received parking charge notice
Received parking charge notice, issued 02/05/2025. For allegedly not applying for a permit at a local hotel, spoke to hotel management, was informed that for two days 27/28 April, all their patrons had received the same, in error, and that as result the PCN's had been cancelled and that we would be informed in writing, to date nothing received. On revisiting the hotel it was also noted that the signage was misleading, making the PCN unenforceable, sign stated, scan the QR code inside the premises and enter the full correct vehicle registration, ( no mention that reg no needed to be entered on a terminal on the desk ), also no QR code displayed inside the foyer. Absolute joke of a company, trying to scam people with substandard technology that can easily be challenged in court. Since been informed by the hotel that there were further problems when parking charges notices were issued in error btn 29th April to 8th of May, obviously this company don't have any scruples.
Absolutely disgraceful
Absolutely disgraceful. Civil Enforcement have shown a total lack of compassion and basic human decency. I was issued a PCN while visiting my Nan on her deathbed in her care home – a deeply distressing and emotional time. I appealed, thinking that any reasonable person would understand the circumstances. But no – they coldly rejected it without hesitation.
If that doesn’t show you the kind of people you’re dealing with, I don’t know what will. They operate like emotionless robots, clinging to technicalities and showing zero empathy. It’s clear they’re more interested in squeezing money from people than behaving like a company with a conscience.
Shame on you, Civil Enforcement. I hope no one else has to experience what I’ve just been through.
So hard to pay for a parking. Yet so easy to pay the fine.
I've absolutely LOVED paying my £60 fine to Civil Enforcement for parking at the local council civic centre to take my child to kick a ball around on the public fields, where I live.
The whole process of getting the letter, the PCN number was straight forward. And the website straight away with very clear language lets you click one button to go straight to make the payment.
What's more you can pay by phone, any kind of credit card. Probably even by cheque. From there its as simple as entering your card details and hitting submit! Job done.
It seems they have found a way to hide behind systems and intimidating language on their letters.
Like many people reviewing here, I had no other option than to use an app - YourParkingSpace - to pay for a parking. The app said I'd paid, the session was active on my phone, and so there's nothing more I could have done!
Yet the app didn't in fact make the payment, failing silently. So CE get to take £60 (likely the venue gets a cut) for my 1 hour parking.
The appeal is batted away with cold boilerplate language. I wish we could just pay with money instead of these money lifting enabling parking apps.
WOULD LIKE TO GIVE NO STAR REVIEW
WOULD LIKE TO GIVE NO STAR REVIEW
Initiated the "reduced payment" after they refused my appeal. My bank informed me that if CE dont ask for the money after 5 working days they "drop" the payment back to customer . So that's what happed to me...pending payment t for days and days then a cancel..now the low life's have sent me another letter for the full amount (£100 ). That's not my problem that you did t take my £60 back in March!!!! And now email address is coming back as invalid. Emailed POPLA also
Modern-Day Highway Robbers Backed by POPLA
Avoid Civil Enforcement Ltd – Modern-Day Highway Robbers Backed by POPLA
Civil Enforcement Ltd is nothing short of a disgraceful operation that hides behind automated systems to extort money from law-abiding citizens. I paid for my parking and kept proof—receipt, timestamps, the works. Despite this, they issued a fine, completely ignoring the evidence provided. Their so-called "appeals process" is a laughable formality, designed only to frustrate and drain your time.
To add insult to injury, POPLA—the so-called independent appeals body—is nothing more than a rubber-stamp machine for these parking parasites. Their refusal to overturn an obviously flawed and unjust penalty shows they’re not impartial in the slightest. Frankly, they seem more like enablers than regulators.
This isn’t enforcement; it’s predatory behaviour masquerading as legitimate business. It’s legalised bullying. Shame on Civil Enforcement Ltd and shame on POPLA for playing along.
If you can avoid parking in areas “managed” by this sham of a company, do so at all costs. Otherwise, be prepared to pay twice—once for your parking, and again for their profit.
Parking fine despite entering car reg details
I correctly input my car reg details when staying at a hotel yet still received a fine. The company provides no evidence that I made a mistake yet they still are able to issue the fine. I'm convinced this is a scam company.
