One of the worst councils for decades - it doesn't seem to matter which political party - it's the council officers - their most senior officers get paid huge salaries and the impression is they don't care, the social workers and their officers seem overworked, but paid well, but don't care nor understand, and when anyone in the charity sector do good things, they seem to always stop them, undermine them - it's an awful borough in terms of staff and even had to have special officers from the Greater London Authority to come to Harrow to deal with their mistakes and possible corruption around planning

Harrow Council employees are just the lowest of the low. They should really be locked up. No words can quite describe how disgusting they really are! They refuse to answer telephones or respond to emails but are happy to parasite off public funds. All busy “working” from home whilst doing nothing for the people who pay their wages. Although outright rude and ignorant when you do finally get to speak with them. What makes it worse is that they’re quite willing to lie in order to cover up for their bad behaviour. The Council itself is too busy selling off the Borough’s assets which the people owned to begin with. Who voted for that? Absolutely treacherous! The only positive is that since selling off the Civic Centre they now all work from the old Harrow Council rubbish dump which is rather ironic really because they’re all rubbish rats. What a joke the Parking Charge dept are. No phone number, an increase in parking cost by over 100% even though representations were made. An inability to address the matter and bullying, threatening and horrendous tactics that you have no choice but to pay. I am more than willing to pay once you address my representations but no response or contact. This council are legalised bullies. If I did this to someone I would be in court, yet its ok for the council to do so.

It is a scandal that it is virtually impossible to speak to someone at the council to get advice. This is just lazy.
All I need is s few seconds of advice by phone to talk about garden waste but instead it asks you to go online. There are no phones dedicated to this department. The use of technology seems to be an excuse to provide no service. Instead they direct you to inadequate online forms so you can fill these in but most of the time do not come close to or are unsuitable in being able to satisfy a query so you are left in limbo.
Phone line is a phantom
It's impossible to speak to anyone, I held on the phone for over 90 minutes moving from position 5 to 3, and then cut off saying they were now closed. This is a sham, I was not in a queue, and no-one had any intention of answering my call. Please Harrow Council, be honest at least and stop creating stress and wasting people's time.

I am deeply disappointed and increasingly frustrated with the service provided by the Harrow Parking Permits team. Despite multiple attempts to seek clarity on the transferability of my existing permit or the possibility of a refund, I have been met with a bewildering lack of clear communication and assistance.
My current predicament involves trying to transfer a permit from my current vehicle to a new one. Despite following the instructions provided by customer service via email, which directed me to apply for a permit through my online account, I encountered an unexpected requirement to pay again. This has been both confusing and concerning, especially since my account fails to show any active permits, contradicting the fact that I have already paid for a permit.
The simple question of whether my permit is transferable or if I am eligible for a refund remains unanswered. It is disheartening to experience such a lack of capable response from the team tasked with managing these queries. The absence of respect and consideration for their customers is astounding.
To require customers to pay anew without addressing their existing permits not only reflects poorly on the administrative processes in place but also demonstrates a significant disregard for customer satisfaction and financial fairness.
It is unacceptable for customers to navigate this maze of inefficiency and obscurity, especially when dealing with as straightforward a matter as a permit transfer. The lack of straightforward, actionable information has left me not only out of pocket but also deeply disillusioned with the level of service.
In summary, the Harrow Parking Permits service has failed to provide the necessary support and clarity, leading to unnecessary confusion and expense on my part. This experience has significantly eroded my trust and confidence in their operations, and I hope this feedback prompts a thorough review and improvement of their customer service protocols.

Most unreliable council when it comes to communication and yet they keep hiking up council tax more than inflation year after year. You can't call them and they do not reply to emails or even queries/orders on their own website. They are extremely quick in sending our council tax demands.
