Refuses to spay/neuter for non health related issues.

I would like to have someone from TCAP explain to me what, precisely, potential deafness, has to do with declining to neuter a stray that I rescued. I took him to our vet to see if they could write something stating that he's not deaf, but they couldn't since he *had* (past tense) had an ear infection. Then after they went to the back, I heard them say, "We got another one TCAP is refusing."

He is completely healthy. Even if he *is* completely deaf, deafness is not a health condition. But this is what TCAP stated as a reason for not neutering him.

Please explain to me what the ear/scrotal connection is, and what one has to do with the other.
