Out of date floor paint.

I bought some floor paint (FLORMAX) for my shed, and then bought some more for my garage. The second tin arrived with an out of date best before date. Long story short, they said that it wasn't an issue, and wouldn't replace it without me incurring a cost. I have applied the paint to my garage floor, and it is peeling off, basically anywhere where car tyres come into contact with it. I'm now left wondering whether this is due to the paint being past its best before date, or the paint isn't fit for purpose?
