You have NO buyer protection with PayPal

I am down €400 because my wife bought a bag which turned out to be counterfeit. PayPal sided with the seller all the way, even though I obtained an authentication cert that proved it was fake. In addition to that I had a conversation with the rudest, most unprofessional agent I've ever spoken to this morning. Do not use PayPal, they support counterfeit goods sellers and they don't care about their customers

Refund claim messed upI

I have a claim for a refund that a software company that said it had made but never arrived.
PayPal were a super company, great service easy to contact and to talk to a human customer agent but ,unfortunately, no more. Up to now I would buy only from companies that accepted PayPal . On this occasion I provided PayPal with a copy of an email I received from this company stating that they had refunded me in full but it could take three days to get into my account that was on the 25th of July. It never arrived into my PayPal account. On the 6th, August this company said that they had referred the problem to their technical dept, this was news to me as I was expecting my refund to be well into my bank account by then, so who is telling fairy tales now. I went into the PayPal resolution center to put in a claim for the refund. Today (19/o8/24) they closed the claim stating that the software was as described so no claim. My claim was for the refund that didn't happen not the software that didn't work.
I think the truth is that PayPal do not want to pay out.
Impossible to to contact a human being or to get any satisfaction from this company, too much artificial intelligence and a total lack of common sense.
After many years I am closing my account. Shame, I have fallen out of live with this company.

Random unexplained, unjustifiable charges made on payment to friends and family. Unsympathetic customer service agent

I recently did 2 small transfers to a friend in UK, the first went perfectly the 2nd I was unexpectedly charged a 1.99 fee on top of the conversion rate and was given a cut and post reply from a unsympathetic service assistant stating that all global transfers a charged a minimum 0.99 upto 2.99 as if I should be pleased it was only 1.99!!!! No explanation or apology. I have requested the matter be escalated to a manager and requested a refund out of principle. Don't use for transfers of money to friends and family you will be randomly charged, I shall use my bank next time. Thinking of using my credit card for future online purchases and avoiding PayPal

Bad for businesses. Don't get PayPal business debit card.

1. The PayPal business debit card lacks essential PSD2 security measures, leaving it vulnerable to unauthorized transactions. I recently had a scammer in Japan process a transaction without any authentication from me, resulting in PayPal debiting my bank account and giving the money to the scammer. Dealing with PayPal's fraud claims process is a nightmare.

2. PayPal has the power to hold your transferred funds to your bank account without warning. They chose to do this right before a bank holiday weekend, turning a supposed 24-hour review period into a 4 or 5-day ordeal. They failed to inform me of this review until after I initiated the transfer, leaving my funds in limbo for an extended period. This unreliable practice has led me to remove PayPal as a payment option from my website.

3. Despite their advertised support hours of 8 am to 6 pm, attempting to contact PayPal support during these hours often results in being told they are closed by their automated system. This lack of accessibility and accurate information is frustrating and unacceptable.

4. Sellers using PayPal have minimal protection against false claims from customers. If a customer makes a baseless dispute against your business, PayPal tends to side with them without proper investigation. Fighting back too vigorously can result in PayPal suspending your business account and freezing your funds, leaving you at the mercy of dishonest claimants. Overall, PayPal's lack of security, transparency, and seller protection make it a risky choice for business transactions.
Based on the scenarios described in the negative review provided, it appears that PayPal’s practices may raise concerns regarding compliance with certain EU regulations, particularly regarding payment security, consumer protection, and transparency. Here are some potential EU laws and regulations that PayPal’s practices could potentially conflict with:

1. **PSD2 Security Standards:** The Payment Services Directive 2 (PSD2) sets forth strict security standards for electronic payments within the EU, including strong customer authentication (SCA) requirements. If PayPal’s business debit card lacks adequate PSD2 security measures and allows unauthorized transactions without proper authentication, it could be in violation of PSD2 regulations.

2. **Consumer Rights and Dispute Resolution:** EU consumer protection laws emphasize fair treatment of consumers in financial transactions, including prompt resolution of disputes and protection against unauthorized transactions. PayPal’s handling of disputes and delays in resolving issues related to unauthorized transactions or fund holds could potentially infringe upon these consumer rights.

3. **Transparency and Communication:** EU regulations also emphasize transparency in financial services and clear communication with consumers regarding transaction processes, fees, and account actions. If PayPal fails to communicate effectively with users regarding fund holds, transaction reviews, or support availability, it may violate EU laws related to transparency and information disclosure.

4. **Data Protection (GDPR):** The General Data Protection Regulation (GDPR) sets strict standards for the protection of personal data within the EU. Any mishandling of personal and financial data related to PayPal transactions could also raise concerns about GDPR compliance.

It’s important to note that a thorough legal assessment by legal experts specializing in EU financial regulations and consumer protection laws would be necessary to determine definitively if PayPal’s practices constitute legal violations. Users experiencing issues with PayPal’s services in the EU may consider seeking legal advice or reporting concerns to relevant regulatory authorities such as national financial regulators or consumer protection agencies.

Conclusion, If this review deters even one business from using PayPal, I'll be a happy chappy knowing that I caused PayPal to lose money.

I hope EU hits PayPal hard one day with hefty fines.

Buyer Protection No More

Very disappointed with the result of a dispute I raised.

Fastway did not deliver an item or delivered to the wrong address but marked it as signed for deliver and delivered. I never got it. I raised this with the seller first who said it was delivered. Then I got fed up of emailing them so went to PayPal.

They shared a screenshot of the same tracking page that I could see stating it was delivered... This was enough for Paypal to rule against me. Even though I asked for the signature to be shared and offered to share as many examples of my signature as they wanted.

"We've reviewed this transaction(s) and are refusing your claim(s). This decision was made because we received shipment tracking from the seller confirming that the item was delivered."

Might as well just go back to using my difficult to deal with Irish Bank for online transactions.

Level of Consumer Protections not fit for purpose

I'm afraid the level of consumer protections provided for by Paypal are not fit for purpose. If you have any issues with a product not being "fit for purpose" such as uncomfortable footwear, you're not covered. They also don't protect against other breaches of contract/breaches of the Consumer Rights Act by retailers. For instance, recently, I had an issue with a retailer not providing a refund in the legally mandated timeframe after receiving my tracked return. Customer service from the retailer even acknowledge the breach. However, haven't done anything to remedy the situation. Unfortunately, you are not even able to raise a dispute about something like this on Paypal even though it's provided for under the Consumer Rights Act. The levels of consumer protections offered by Paypal actually fall well below what you would want.

Stay away! Buyer/seller protection is a lie, biased - don´t use this company

As a seller I shipped an item from Ireland on the 4th of May. Unfortunately the guy at the post office was unaware of a new customs rule regarding the destination which caused the package to get returned to me. This took quite a while and the buyer got impatient and opened a claim against me, but I explained what was going on in the portal, or so I thought. When I got the item I took it straight to the post office where they admitted their fault and reposted the item again with new tracking. When I got back they had closed the claim the favour of the seller many days before it was even due (ie. the 3rd of June). None of my responses on their claims portal had been stored either -they were gone - it simply does not store the seller responses. They claimed the reason was that I had not given a tracking number - which i had (well thought I had). So I was left without money or product. I called and they promised they would reopen the dispute and keep an eye on the new tracking number. A few days later before the package could get there they closed the case in favour of the seller AGAIN. So I reopened it. The package then took ages through destination customs. They closed the case again without checking. Finally they promised to keep it open, and asked me to let them know it got there. When it got delivered I contacted them and they totally backtracked and changed their promises to I had not given them the same tracking number as originally or some nonsense like that. Their explanation didn´t even make sense, it was word salad. Their formal complaint form does not work either - it shuts down. So I am left with an account in red and no product. PayPal is a complete scam, and I will never add funds to cover anything on that account. They are robbers and their customer service is biased against you from the start treating people unfairly, in a Kafka-like maze of digtial forms and portals that barely even function. It is not worth putting money in a "bank" that treats people this way. Their customers service agents appear unintelligent - probably deliberately to shut you down and tire you out. I had the same issue as buyer where I was scammed and PayPal closed in favour of the seller. You cannot win with them - they are scam company. There is no Buyer/seller protection. And I could add to a long list of poor treatment before this too. They hold your money too. Such a business does not deserve any customers.

Paypal are Scammers! AVOID AT ALL COSTS!

On the 16-12-2021 I bought a camera online from a Dutch retailer Kamera Express, they invoiced me
in Euro €4118.70,
as Paypal was one of their preferred payment service providers I used paypal for the transaction,
Paypal charged my Euro Revolut account in GBP generating an exchange rate fee for themselves, they
charged me €4309.63 a difference of €190.93
I spotted this and called Paypal to dispute it, they told me that I would have to claim it was not
received to stop the transaction,
I called the Dutch retailer and explained what had happened and they confirmed that the
transaction was in Euro as was the invoice,
the Dutch retailer sent me an alternative payment link by email which I paid in Euro using a debit
card and they shipped my camera,
On the 4/01/2022 Paypal contacted me to say that the case was resolved, and that they would be
refunding me €4118.70
which was the original Euro invoice amount,
I have contacted them by their message service and they have fobbed me off saying that exchange
rates vary day to day but not addressing the fact that there should not have been a currency
exchange needed in the first place,
they have closed the case and I can't get through on the phone.
I spent a few months with the Irish financial services regulator trying to resolve this but then Paypal told the Irish regulator that because they are based in Luxembourg the regulator has no jurisdiction,
I contacted the European regulator and they instructed Paypal to refund me,
this entire process took 12 months!
a joke of a company avoid at all costs!

Awful experience

Awful experience. My account was hacked and a fraudulent transaction put up. I notified them via a case and they closed it saying the transaction was authorised. Opened an appeal was closed within 20 minutes with same reason. Took 4 long phonecalls getting phobed off to get them to admit it was fraud and although they refunded it, they have no process or department to deal with fraudulent transactions. Will be closing my account as soon as they refund the amount.

Terrible customer service

Paypal customer service is getting worse year by year. Then you try to contact customer service and the messaging system kicks you out every few seconds. After 24 hours I finally get a response but it is extremely vague and contradictory. So then I try to phone PayPal and their answer system brings me in a continuous loop. Finally I get speaking to someone (after many attempts) and she is also extremely vague, tells me she can’t answer the question because it’s not part of her remit, the only definitive information I get from her is that I can’t get my money and I can’t close my account.

Finally after an entire morning dealing with dreadfully glitchy PayPal systems and unhelpful (verging on rude) customer service, I get talking to a helpful guy in the business department, but by that point I’ve decided that life is too short to be wasting precious multiple hours of my life trying to get something simple resolved in PayPal and dealing with such poorly trained customer service agents.

Also the PayPal app is overly basic and lacks some important features (such as a more simplified way to contact customer care).

Also I wanted to verify my ID and address as I know it will be requested down the line, but there is absolutely no place for me to do this and no messages about it either. Paypal obviously just want to create another excuse for withholding funds further down the line.

Massive deterioration in PayPal over the years. Verging on being a scam company at this stage.

Refuse to give me access to my money

I have money in an American account that I can't use here and I can't transfer from within the app or the site. I've called them on 4 separate occasions and each I was told that they'd do a transfer of funds to move the money to my Irish PayPal account and I just need to wait 72 hours. At this point I don't actually know what I can do. I have several hundred euro that I can't get access to and PayPal support are basically refusing to give me access to my own money at this point

Double charge from Ticket Master resolved by PayPal

Bought a ticket from Ticket Master. Got charged twice. Ticket Master Customer service did not help me with that at all. They didn't understand my issue and just sent me generic replies. I filed a claim with Paypal. Paypal resolution center customer service was brilliant, she sorted out the issue, escalated the case for me. I even got a refund in less than a week from Ticket Master. Thank you very much Paypal, I really appreciate your service.
