PCN: WE62849582 // Martson Recovery Ref: P238937

I received a Penalty Charge Notice from Westminster City Council for a vehicle I did not own at the time of the alleged contravention.

The contravention date was 11/09/2025. My DVLA V5C confirms I only became the registered keeper on 20/09/2025. I also provided bank evidence showing payment for the vehicle on 20/09/2025, clearly supporting the date of purchase. The vehicle was purchased in NORTHAMPTON, and I had no connection to it prior to that date.

I contacted Westminster at an early stage and submitted formal representations by email with full evidence. I then called twice to follow up. During one call, the representative read my email back to me and confirmed they could see my evidence and would resolve the issue. On another call, I was told the case had moved beyond Westminster and that I should ignore further letters, as they would contact the relevant department to have the charge cancelled.

Despite this, no action was taken to resolve the issue. I received no proper response or Notice of Rejection, and the case was allowed to escalate.

I am now being pursued by bailiffs for £560 for a PCN that I am clearly not liable for.

All formal evidence submitted shows I was not responsible for this charge. This situation has caused significant stress and unnecessary escalation due to poor handling, lack of accountability, and incorrect information being provided.

I have now had to submit an Out of Time Witness Statement to the Traffic Enforcement Centre to correct an issue that should have been resolved much earlier.

Dreadful local authority council tax…

Dreadful local authority council tax department that never replies to emails, yet if you call they tell you to send an email (if and when they answer the phone).

IT systems also defective - having been notified that my online council tax payment was unsuccessful (the payment system froze mid-transaction) the payment was taken. Having already made a second successful attempt that means they hold twice the amount owed for the year.

All attempts to get an urgent refund have been ignored. The option to refer to the local govt ombudsman doesn’t kick in for months which is ridiculous when people are massively out of pocket through no fault of their own.

If I took this long to pay in the first place I’d be in front of a magistrate - sauce for the goose.

I spoke to a staff member named Dorren…

I spoke to a staff member named Doreen from the allocations team and she was very rude. She kept talking over me during the phone call. Tried to say I bided for a property when I did not. They are fully aware I have mobility problems with my knee and cannot manager stairs. Keep moving me down when I place a bid. I am now a lot lower when bidding closes. The temporary accommodation providers Stef & Philips have been trying to bully me and harass me into moving to another temporary accommodation because I have complained about anti social behaviour. The temporary accommodation provider Stef & Philips have transferred this person to the accommodation to purposely annoy me because I complained about a staff member. Told Westminster City Council about this temporary accommodation provider and they have been ignoring me. Sent evidence to the council too and still ignored me.

This is bang out of order and is not right.

A Scathing Review of Westminster’s Trade Parking Permit Portal

The Verdict: 0/5 Stars
This website is a masterclass in how to alienate Tradesmen. If you're looking for a digital experience that feels like it’s been preserved in amber since 2012, Westminster’s Trade parking permit portal is the place to be.

The Digital Equivalent of a Fever Dream
Navigating this site is an exercise in pure frustration. It is stressful, confusing, and needlessly convoluted. Every click feels like a trap. The procedures are so long-winded and obscured that you start to suspect it was designed specifically to make you fail.

Designed for Desktops from a Decade Ago
In an era where you can manage your entire life from a smartphone, Westminster has decided to stay firmly rooted in the past. This site is not mobile-friendly in the slightest. Trying to navigate the menus on a phone is a nightmare of zooming, scrolling, and broken links. It’s like going back 10 years on the internet, but without any of the nostalgia.

The "Fine" Print
The real sting, however, is the cost. Because the procedures are so unclear, it is remarkably easy to think you’ve completed an application when you haven't. This lack of clarity has cost me several tickets already. The council seems perfectly happy to let their broken interface act as a secondary revenue stream through Penalty Charge Notices.

The "virtual" permit system is a great idea executed with the grace of a brick through a window. It shouldn't take a degree in systems engineering to park outside a business. Westminster City Council needs to stop hiding behind an obsolete interface and provide a service that actually works for the people paying for it.

I am tired of being a guinea pig

These people have dislocated my knee. I am tired of being a guinea pig for stef and phillips. I now live in their new temporary accommodation in Enfield town “Nouveau House” a refurbished office building now mostly housing schizophrenics. Disrepair through the roof, tenants concerns of antisocial behaviour constantly ignored. I am begging you to get me out of here. 2 years Westminster council has housed me with them across different boroughs. I’m no longer scared of these people. Yes Westminster council are sending their disabled tenants here.

The first time the lift broke here, they left it for two weeks not doing anything. No updates. They had lied to me they had ordered a part in they provided proof of ordering. There was no part, they later told me it was a software issue. It could’ve been done in a day. The fact they let me wait for two weeks without any updates like a dog in a cage has messed me up so much. These people are sadistic. I can’t trust anyone anymore I cry constantly. I was trapped in my room for two weeks. I can’t keep doing this. I need stability and step free accsess. I was trapped in my last stef and Phillips accommodation for much longer too. The staff there were threatening when you report repairs. I complained about this during a panel with Westminster council on how to help homeless people, a panel I was then kicked out off as a result. They also ignored the fact I have hypermobility for two years. They never even installed a hand rail for me. A HAND RAIL. Now I’ve needed to use a crutch for half a year Even with a crutch use of the stairs is no longer safe. I’m terrified of dislocating my knee again. It can happen so suddenly.

This was wholly preventable. I’ve come to the conclusion the sadism must be part of the process. I need step free accsess. There is no way around this. You need to understand that nouveau house in Enfield is not acceptable for disabled people to heal. You’ve created a slum. You shouldn’t be allowing Westminster council to house us here like this. The walls are paper thin yet they don’t do anything about anti social behaviour. The lift installed is from the 70s it’s actually a joke. A JOKE.

I would give 0 if I could

I would give 0 if I could. I have had no resolution to customer service requests for months and months. The customer desk says to use online forms. No one responds to online forms or emails. Account Registration fails and no support is given. Online shambles.

Corrupt and Incompetent

I would give zero stars if it were an option. The incompetence of this council is astounding. They make so many mistakes and even break the law, yet are avoidant of accountability. They are negligent and have made a mess due to their cohort of idiots. They are corrupt and the worst council ever.

The council doesn’t have a nose, how does it smell? Bloody awful!

I’ve had an antisocial Neighbour for 20 years, yet the council done nothing. They’ve always come over and they can’t smell any problem at all Here. When the police came over, they thought she had died in her property. It smelt so awful? That’s quite funny really when you think what people do they employ? People that don’t have a sense of smell, obviously..
They don’t test their employees if they have a sense of smell, how stupid Westminster is. A bunch of idiots. The reason globally environmentally this planet can never recover from what human beings have done to it.
What’s that got to do with me and my home is that this council is completely out of touch!!
When are these stupid people going to employ people with censor Smell? 👃 I know the council enjoy a good bottle of wine., that wouldn’t happen if people didn’t have a good sense of smell…… London is now smelly because of Westminster. It’s so repulsive, it’s hard to open your windows to let air into your home. I can’t all my windows are closed through the summer and the winter because of my neighbour.. breathing in toxic smells sprays, air fresheners over 20 years because I can’t stand the stink. My lungs are so bad now I’m need to have oxygen while I sleep.
So I’m going to try and sue the West Minster Council for my health issues due to their inadequacy, idiotic moronic, lazy attitude so this issue.
If they’ve done something from the beginning would be living in clean and unpolluted air and reduced antisocial neighbours. Instead the issue has become out of control.. thank you, Westminster, incompetent idiots!
With all the road charges in Westminster, it’s no wonder they’re the richest council. It’s like driving Mario kart with all the hazards.
West Minster has a 900 million budget. you would think they would employ people with good noses?👃

Money Grabbers

Terrible council, money grabbers.
Parked in a pay and display outside St Mary's hospital where all the disabled bays were suspended or full additionally there were restrictions on this road due to roadworks. Therefore to avoid a long walk which I cannot manage, I had to park in a pay and display. My blue badge was on display. I came back at 8.52am to find a parking ticket was issued at 8.46am. The traffic wardens are prowling from the minute restrictions come in to place. I have a blue badge but apparently I still have to pay for parking (most other councils are free including mine RBKC) via an app. There is nothing anywhere to say this displayed unless you go on to their website (which I did) however this is as clear as mud and written in a way that I guarantee catches other people out too! Blue badge holders have special needs and cannot always walk to a pay and display (if they can find one) or navigate their way around a parking app!! They deliberately target vulnerable people visiting a hospital. Shame on you Westminster
