Review summary

Created with AI, based on recent reviews

Considering 175 reviews, most reviewers were let down by their experience overall. Many people reported extreme difficulty contacting the company, as there is often no working phone number or email address, and their website contact forms frequently redirect to payment portals. Customers also faced significant challenges with the appeal process, finding that their appeals were denied without clear reasons or that the timeframe for appealing had already passed upon receiving the initial notice. This often led to fines increasing rapidly, with many receiving demands for higher amounts after initial reductions or no communication. Furthermore, many customers reported receiving parking charges for locations they never visited or for situations where they had legitimate reasons to park, often with incorrect photographic evidence. Some people also mentioned receiving letters with strong demands, including demands for court action, even after attempting to resolve the issues or providing proof of payment.

I’m extremely disappointed with the way my appeal was handled. I clearly explained that I was making a delivery inside the block of flats, and there was nowhere else to park except the block’s own car park. Despite this, Civil Enforcement Limited dismissed my appeal with a generic response and ignored the genuine circumstances. Their policies offer no flexibility for essential access like deliveries, and the letter was filled with warnings about higher charges, debt collectors, and court action rather than any attempt to be fair or understanding. Overall, a very frustrating and unhelpful experience. MUIE!!!

Shocking money making company

Shocking money making company - could almost be a sham!!

We parked, in Colchester in a little car park behind The George, bought a ticket for 3 hours (£7 not exactly reasonable), popped it on the dash, left 2hours 45 minutes later. ticket binned. No problems or so we thought.
A week later I receive a letter with photo of car showing entering and leaving car park and a Parking Charge for £100 reduced to £60 if paid within 14 days.

I appealed against this showing my friend's bank statement (she paid) and it was rejected stating the bank statement didn't show where the ticket was purchased.
We then supplied a copy of the map provided when detailing the payment but it showed an address in London, presumably one of their offices but not where we parked. They also stated that the incorrect Registration number was provided. This is possible as my friend keyed in the details and we were in a hurry. We still had proof of payment though and a receipt from the hotel where we had lunched right in front of the car park.

Appeal refused again but offering a £20 penalty fee.
I paid this, which is what I expect most people do because there are too many troubles in the world to get worked up about a parking fine even a reduced fine.

BUT WHAT A CON - the money this company must make for the slightest error is beyond belief!!!

I had arranged a chiropractor…

I had arranged a chiropractor consultation and then booked 16 appointments at the surgery. When I arrived at my first appointment, I noticed that there was a small tablet in reception and as I use this type of tablet for various parking areas I asked the surgery as to why I was not informed before. They advised not to worry and that they could remove it, if I received a fine. Low and behold, I received a fine, informed the surgery and was told that they had cancelled it!! A few weeks later I received a letter increasing the original fine. The surgery said that I had to appeal it, which was done promptly and CE wanted evidence that I was there. When I tried to upload the evidence, there system could not find my appeal!! So I sent them recorded delivery letters with the evidence, of course with no reply. I resent further information and evidence in August 2025, via recorded delivery, but no response. Two days ago I received a court summons at a total cost of £261.86!! I called the court but without any success and the number for CE legal dept on the documentation, but no one answers, despite over 50 calls. This company is purely a money making enterprise and I believe that the establishments where these so called car parks are situated partake in the money collected. Please beware, because even if you park legitimately, they will still try and extort money from you, just to get rid of them!

NO STARS - HAHAHAHA I WIN

Civil Enforcement Limited & DCB Legal – HAHAHAHA I WON!!!
Where do I even start? For an ENTIRE YEAR I was absolutely bombarded with threatening, intimidating, and disgusting letters from Civil Enforcement Limited and their so-called “solicitors” DCB Legal. These letters had the “Can’t Pay? We’ll Take It Away” logo plastered all over them, threatening bailiffs, seizures, and court action — all because of a £2 parking ticket that I actually paid for (and had the physical proof of!).
Let’s rewind. My partner and I were at QMC Hospital for an early pregnancy scan after going through an ectopic pregnancy and a miscarriage earlier that year. We were emotional, anxious, and just trying to do the right thing. My partner parked my car at Leen Gate car park and paid for the full duration, but in his rush, he accidentally typed the registration as an ‘I’ instead of a ‘1’. One tiny typo. That’s it. You can’t even have an ‘I’ issued on UK number plates.

So what did Civil Enforcement Limited do? Instead of checking their system and seeing no other car with that reg was even there, they decided to go FULL attack mode. For over YEAR I was harassed with legal threats, letters, and calls from DCB Legal — who are, frankly, absolute cowboy bullies. The way they operate is completely shameful. Anyone working for a company like that, trying to exploit and intimidate people over honest mistakes, should be utterly ashamed of themselves!
As a solicitor myself (albeit a residential property one), I wasn’t having any of it. I took this ALL the way to court. I filed my defence, stood my ground, and was ready to make an absolute mockery of Civil Enforcement Limited and DCB Legal in front of magistrates.
During the process, I got about 100 “without prejudice” calls from DCB Legal trying to make me settle for around £200 — for a £2 ticket I had ALREADY paid for! Civil Enforcement Limited suffered NO financial loss here. Even the court mediator during our telephone meeting told me he hoped I’d win, calling them bullies (his words, not mine)!!
And guess what? Just days before the hearing — when Civil Enforcement Limited had to actually PAY the court fee — they backed out and WITHDREW the claim!!

I was 4 weeks pregnant when I received the initial fine. My rainbow baby son is now 18 months old and it’s only JUST been resolved. Stand up to these bully companies, we have to make an example out of them!!!

So to Civil Enforcement Limited and DCB Legal, if you’re reading this…

HAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHA I WIN!!!!!
You are both awful AWFUL, horrible, nasty companies — you picked the wrong person to mess with. HAHAHAHAHAHA!!!! 🎉🎉🎉

I follows the parking process at a…Feels like a scam

I follows the parking process at a hotel. Parked in an allotted bay, registered the parking with the hotel as requested. I was issued a fine and appealed it with info on my stay at the hotel. The appeal response was worrying as it basically gave no reason for the appeal to fail it just said ok just pay 20 pounds in the next two weeks then. This can’t be right. Then it’s back to me owing 100 pounds. It must be a scam surely. The hotel will not respond to me or to the selling platform I booked through. This hotel is in Hitchin Hertfordshire and had asylum seekers in it. The reception is fast food shop. It’s very iffy I think if I had paid 20 pounds they might have used my bank details for fraud purposes. This is very suspicious practice.

I parked at a hotel in May 2024 and paid for 2 hours at the lobby. I spent 1.36mins. I got a ticket and tried to appeal with no success. I tried ignoring their aggressive demands and letters. Lo and behold they put a CCJ on my file. I’m glad I saw it on time. I have filed a N244 at court in July 2025 to have it removed. I now have a court date for the hearing. I’ll be back to give you all feedback. Since they were notified of the court appeal, they have tried to contact me twice!!

Then had my appointment and left the same way I entered
I tried several times to Emily civil enforcement like it says to do on there web site but every time I sent the emails it said oooops there’s a problem or incorrect email I copy and pasted of there website 🤯

Incompetent Company

I was sent a letter in September 2025 for a parking fine in July, stating my silver Corsa had occurred a parking fine, the picture on the letter was clearly a red Vauxhall and not a Corsa. It's obvious it isn't my car , why bother sending a letter, wasting my time and their own? Unbelievable incompetence.

This company are a bunch of fraudsters

This company are a bunch of fraudsters.
Whilst attending a patient in a nursing home as a healthcare professional, I parked in the carpark, entering my registration details as stated. I followed procedure and yet they still fined me.
Their email address for appeals is not legitimate and emails are returned. There is no telephone number to contact them.
I paid the fine as I do not want any future hassle from this disgusting company.
Be careful, as when I was paying the fine online, I had completed the transaction and I recieved a message saying it was unsuccessful. I was going to enter my details again but remebering what a bogus company I was dealing with, I thought I would check with my bank. Low and behold the transaction had gone through.
Not only do they scam you for parking, they try again when you pay their fraudulant fines!!!!

I provided Civil Proof of payment ignored – despicable behaviourEnforcement Ltd with…

I provided Civil Enforcement Ltd with proof of payment for parking at Crumpsall Vale while visiting my grandparent in hospital. Despite this, they rejected my appeal and are now trying to chance it by offering a so-called “discount” of £20 instead of cancelling the charge outright.

It is appalling that a company operating on a UK hospital site can treat people this way, especially those visiting loved ones in vulnerable situations.

A quick look into their background shows a long trail of ownership, ultimately linking back to a company registered in Jersey. Yet they are pursuing so-called “fines” from ordinary people in the UK.

This company’s practices are despicable and predatory. Avoid at all costs.

Thier Mistake

You have to understand that this company expects to have a poor 'Customer Care' rating. It is a company doing a job that by its very nature will upset a lot of people. However, with this in mind you would expect the company to make available better communication chanels. It DOES NOT. My company was sent a parking notice from these people for a parking violation. My attention was initally drawn to the registration number and the vehicle details. All of this was correct. Then I noticed the offence was committed in an area of the country that our vehile would have no business being there. It was then I noticed the the picture. A Blue Range Rover. Our van as detailed in thier ticket is a WHITE NISSAN. It was then I notice the number plate of the Range Rover and the Van are the same except for the LAST LETTER. Clearly this had been miss read. You have no way of contacting these peole AT ALL. I filled out the appeal notice expalining THIER ERROR. I checked the progress ( they state they want 14 Days) this came and went - NO CONTACT FROM THEM. The days went on and on and on and on and still no contact. I had requested on the form to have a reply from them. Nothing. There is also a further time scale of 35 Days to hear from them. This is clearly a 'Them' problem and Not an 'Me' PRoblem. It seems to me the company want it all thier own way. Now when I check the link for the appeal, I get Server Error (tried on many computers - same reply- An apology would be nice. If you are going into this world of upsetting the public, at least have the conviction to stand up and have the balls to admit YOU ARE SOMETIMES WRONG. You MESSED UP THIS TIME, and I am sure it is not the first, and wont be the last time you have done this. Your 'Contact Us' link is a joke - as it gives no way of Contacting you. Your Phone line is only to accept payments. You do deserve all the bad press you get and, I know this rant will do nothing as you will continue to be the equivalent of the old school bully however, other people may read this and realise they were not the only ones who have been the victim of your mistake. It is clear to me that perhaps if you decide to have a 'Company Song' that sums up how you behave, 'The coward of the County' would be quite apt.
I still wait to hear from you with your apology.

Used a cloned credit card

Don’t know who these guys were, yet somehow they charged my credit card £80 for some fictional fine. I was amazed that someone had used my card to pay a fine for someone else.

How did it get through thier payment system, anyway these jokers didn’t get a penny from me as into the transaction reversed.

Apparently they’re renowned for letting cloned cards through thier system, because they are a shoddy outfit
