Be extremely careful if you are picking…

Be extremely careful if you are picking up a vehicle from Top Rent A Car Bulgaria during nighttime hours. We rented a Dacia and the handover took place in pitch-black conditions, making it physically impossible to inspect the lowest horizontal elements of the undercarriage.

When we returned the car in daylight, the agent looked right under the bumper and found a small plastic scratch. For a budget car like a Dacia, minor scratches underneath are just NORMAL TEAR AND WEAR from everyday driving on the road. You cannot see this in the dark.
They did not show us any photos of the underside from before our rental. They only had a paper agreement with no marks there.

They charged a massive €240 for this. This price is crazy and way too high. In Bulgaria for low budget car like Dacia, a local garage charges only €25 to €50 to fix a bumper corner, and even a full professional repaint tops out at €180. They are overcharging tourists for invisible road wear to make extra money.
I've read the previous reviews and it looks like they target foreigners to charge extra, be careful especially with Dimitry.

Advice to future renters: Avoid this company if your flight lands at night. If you have no choice, crawl on your hands and knees with your phone flashlight and photograph the absolute bottom of the bumpers before driving away!

DAYS WITHOUT CAR AND HOLIDAY RUINED

I have used this Company a few times and would have used them more until it came to this year.
I booked a car for 7 days and after 3 days the car broke down....it was unfit for purpose....my wife and i had planned a trip to the lakes on the weekend after working.
We were told to take photos and send them, try to mess with the live battery(?), leave the car for a period to reset and then after all of that didnt work drive it to a garage (3.5 hours wasted) On the way to the garage on a dangerous road it broke down.....(1.5 hours later) a van collected it and we were left to walk 35 minutes into town to get a 35 euro taxi home.....day No 1 gone.
We were offered to be driven by the pick up the 2 hour journey to Plovdiv to possibly(?) Collect a car that night(never) or on the Sunday (?) but the night in Plovdiv would have been at our cost and the petrol and 2.5 hours up the mountain also at our cost OR have a car delivered the following morning. Ok thank you......
The car DIDNT turn up the following day (2 whole days and 35 euros down) but on the following day Monday (18 hours before returning it back to them).
Ivan from customer services stated that in their TERMS AND CONDITIONS they have 3 days in which to replace their rental car that was unfit for purpose so paying for 7 days meant we got it for 5 days and 35 euros down, ruined the whole weekend......what did they offer us.....19.2 euros.....not the taxi fare, not the rental and TOP INSURANCE we paid for......we will NEVER USE THEM AGAIN.......the reason why we pay for TOP INSURANCE is so we get a car for the period we have paid for however TOP RENT A CAR think its ok that they supply an unfit for purpose car, you pay the full amount and they can leave you stranded without a car for days, ruin your holiday as its in their terms and conditions!
BEWARE DO NOT USE THIS COMPANY.....USE EURO CAR OR SOMEONE ELSE!

Your vehicle originally broke down at 12.28 midday Saturday of which you told us to lock up amd let reset (2 hours later at 15.01 the vehicle was started and broke down for good and we have messages from then....the tow truck arrived nearly 2 hours later) we have proof of whats app messages to and from your agent so dont lie to make yourselves look better.
You supposedly (not received) refunded 19.2 euro which IS NOT A days rental with insurance despite it neing 2 days and 35 euro taxi fare......you are liars!
Your covers states 24/7 on your adverts!

We regret that this situation left you feeling disappointed and that it affected your holiday plans.

The vehicle provided was a 2025 model and is still under manufacturer warranty. Unfortunately, technical issues can occur unexpectedly even with newer vehicles, and such faults are not always possible to predict or prevent.

The issue was reported on 20 June at approximately 17:30, outside our working hours and during the weekend. That same evening, we offered you the possibility to travel with the roadside assistance vehicle to our Plovdiv office, where a replacement vehicle could have been arranged considerably sooner. However, this option was clearly declined.

Under the rental agreement, replacement vehicles are normally provided at the nearest available office rather than delivered to the customer’s location. Nevertheless, although the location was outside our office network and the faster replacement option in Plovdiv was declined, we arranged for a replacement vehicle to be delivered directly to you.

The replacement vehicle was delivered on 22 June at approximately 14:00, less than 48 hours after the issue was reported, during a non-working period. We recognise that this was inconvenient; however, a faster solution required cooperation from both sides.

As a gesture of goodwill, we refunded the value of one rental day. We remain confident that our team made every reasonable effort to find a solution under the circumstances, including arranging delivery outside our standard replacement procedure.

Be careful of the tire scam Insurance

Booked top car rental a couple of times and never had a problem always get the top cover as some of the roads in Bulgaria can be really bad for pot holes as can anywhere So get the extra Insurance for that piece of mind never had to use it. This trip I had to after hitting a pot hole at first everything was great come out within 30 minutes replace the tire payed €140 thinking insurance would pay back dint think anymore. back on the road within an hours great . Time to had the keys back nothing was said soon as I’m at the airport receive an email saying I had to pay for another €150 for another tire as the recovery had replaced was a second had one but would refund for the first one as I can only claim the ones. At no point was I told it was a second had one and there was no spear tire so I couldn’t have replaced it myself. I would have questioned this if I would of know. one for paying €140 for the tire and two because I was making a 150km round trip and there’s tire are just to get you back on the road to the nearest garage to get replaced putting me and my family in danger. Nothing a can do about it now it’s just lost money this is just to warn people about the practice Top cat rental are you to hope this helps someone

Following the reported tire damage, our priority was to arrange assistance as quickly as possible and minimize the disruption to your journey. To achieve this, we located and contacted the nearest available mobile tire service capable of reaching your location within the shortest possible time. The mobile service arrived at your location in approximately 30 minutes, allowing the issue to be addressed promptly and enabling you to continue your trip without significant delay.
Regarding the Top Protection coverage included in your rental agreement, we would like to clarify that this protection limits your liability for tire damage to EUR 120.00, plus an administrative fee of EUR 30.00. In other words, your maximum financial responsibility in such cases is limited to a total of EUR 150.00, regardless of the actual cost of the repair or replacement.
In your particular case, the damaged tire could not be repaired and had to be replaced. Due to the location where the incident occurred and the need to provide the fastest possible solution, the mobile tire service was the most appropriate option available at that time. The total amount paid by you directly to the service provider was EUR 140.00.
Please note that the mobile tire service will issue an invoice directly to our company and send it to our Finance Department. Once received, we will be able to finalize the processing of the case.
As the exact replacement tire matching the damaged one was not immediately available, the service installed a second-hand tire in order to restore the vehicle's mobility and allow you to continue your journey safely.
To resolve the financial aspect of the case, we can offer you the following two options:
Option 1
We reimburse the full amount of EUR 140.00 paid by you to the mobile tire service.
Your contractual liability under the Top Protection coverage will then be applied separately in the amount of EUR 150.00 (EUR 120.00 tire liability + EUR 30.00 administrative fee).
Option 2
The amount already paid by you directly to the mobile tire service (EUR 140.00) is deducted from your contractual liability.
In this case, only the remaining balance of EUR 10.00 will be due.
No reimbursement of the EUR 140.00 paid to the mobile service will be processed.
We kindly ask you to reply to this email and confirm which of the above options you would prefer so that we may proceed accordingly.
Once the payment arrangements have been finalized and the case has been fully settled, we will provide you with an official document confirming that you have no outstanding obligations towards our company.
Please also note that the invoice from the mobile tire service is expected to be received directly by our Finance Department within the next few business days.

UK resident hiring a car to travel from Bulgaria to Turkey

rented a car specifically to travel from Burgas to Istanbul. Completed all documents that clearly showed I was a UK citizen and lived in the UK. Paid an additional €80 to travel cross border. Very disappointed to arrive at the Bulgarian / Turkish border to find out that UK citizens cannot take a Bulgarian hire car into Turkey. Had to leave car at border and travel to/from border by taxi - cost €450 in total. I was very surprised that your company did not know travel regulations. I understand I sighed a waiver “you cannot guarantee that I could cross the border” but I believe I should have been advised that it’s actually not possible to cross border. Very disappointed with the service provided. I suggest you ask the correct questions when taking booking from UK citizens when hiring a vehicle from you.

Additionally, we would like to note that in the past, other customers of ours who were also non-Bulgarian citizens have successfully crossed the border into Turkey with rental vehicles and without any similar issues.
For this reason, the arguments provided by the border authorities for denying entry do not appear to be related to the documentation prepared by our company. It is possible that there were other reasons for the refusal of entry. However, we do not have access to such information, as we are not the competent authority responsible for border control decisions and related procedures.

Reservation No. 141025854 – extremely disappointed.
I rented an Opel Corsa and paid extra for Top Protection (€11.70/day), which according to their terms covers wheel and tire damage. Despite this, I was charged a €200 deposit for a minor cosmetic scratch on a rim and received only an internal “damage/tax report” and internal invoice, without any external repair invoice.
I have photos showing the condition of the car at pick-up and have already filed a complaint with the Consumer Protection Commission. My bank has been informed and confirmed that the refund should be processed by November 3rd.
I strongly recommend taking detailed photos when picking up and returning the car and being very cautious with their internal “fee” system.

At no point, and in none of our official materials (including our website and rental agreement), do we state that there is no responsibility for wheel, rim, or tire damage.

It’s also important to note that during several phone conversations, you personally confirmed having hit the rim multiple times.

We also offer a higher level of protection that provides extended coverage, including for such types of damages. Our team is always available to explain the specific differences between each protection level before or during the rental, so customers can choose the most suitable option for their needs.

All charges are applied strictly in accordance with the signed rental agreement and documented vehicle condition reports.

There was transit awaiting my arrival at the airport which took me to the office, getting the car was quick and easy. I had a Clio which didi the job, it was nice and clean and full of fuel. The staff are very welcoming, polite and attentive. Returning the car was the seam experience with the staff with a shuttle service to the airport. Would definitely recommend and use them again

I rented a car for a week in July '25. I had my own excess insurance. The agent was very pushy trying to sell their excess insurance when I picked up car. I told him I didn't need it. I had a very bad feeling at this stage. I've rented cars all over the world and never felt this way. I even commented to my wife that this is not going to end well. So I was not surprised when I returned the car to be told that I had damaged it and I had to pay 220e. The staff member had told me to wait in the office while he checked the car. I foolishly did, I should have watched him inspect the car because I honestly would not be surprised if he scratched the car himself, he's probably on a commission! When he came back to the office he claimed I caused a 2cm scuff to the rear bumper. I had taken numerous photos when picking up the car but the "damage" was so low down my pictures did not cover it. Even when i tried to take photos of the "damage" you could not see it be because it was so faint. I had to take a close up of the exact spot just to see it. l asked for evidence that it was not damaged before I rented, the agent then showed me a photo but when I asked to see when the photo was taken he told it was taken in February!! He must of thought I was an idiot!!! Any way unfortunately there was nothing I could do as they had a 400e charge on my credit card and i would not get the documentation i need to claim from my insurance unless I signed the paper work saying I returned the car with the damage. So they basically have tou everyway! My advice is do not rent from these cowboys. They will rip you off. They also trade as Low Cost Cars. Avoid at all costs if you do not want to be scammed. In the end I was charged 170e for the damage. I know its not a lot of money but its the point, it makes me so angry that they can scam tourists so easily and get away with this blatant fraud!!!! If even one person takes my advice it will be worth it. Pay the extra money and do your business with a reputable company not these gangsters!!!!

Please note that our staff are required to clearly explain all contract conditions and available protection options at the time of pick-up. This is part of our standard process and should not be interpreted as a sales tactic. In your case, you chose to rely on your own external excess insurance, and we fully respected that decision.

Upon return of the vehicle, a damage was identified which was not present in the photos you yourself provided from the start of the rental. According to the rental terms, and without additional protection, responsibility for such damage remains with the customer, which is why the charge was applied.

Before finalizing the documentation, the damage was shown and described, and your signature on the report confirms your acknowledgment. This document is also necessary for you to submit a claim to your insurance provider.

We fully understand your frustration, but we can confirm that all procedures were followed transparently, without any pressure or misconduct.

Bad company bad service

The car broke down due to no fault of my own it was reported at 9am.The mechanic arrived 8 hours later and couldn't fix the car. He demanded 15 euros call out fee even though I had paid for expensive full insurance. I terminated the contract and cancelled all future bookings as a result. Disgusting treatment after using for 15 years.

In your case, we delivered a replacement vehicle on the same day and upgraded you to a higher class vehicle at no extra charge, as a gesture of goodwill.

The €15 mentioned in your review was not a call-out fee, nor was it related to the technical issue or any form of roadside assistance. It was an administrative fee applied for processing a speeding ticket issued during your rental — something entirely separate and clearly outlined in our rental terms.

To further support you, we also applied a 5% discount for a future booking, reducing your upcoming rental by €40.

You were not charged any roadside attendance fee, which normally amounts to €60 plus €0.50/km — this did not apply in your case due to the nature of the issue being a technical fault.

Our team treated the situation with respect and responsiveness, and we are genuinely disappointed that our efforts were not acknowledged. After 15 years of mutual trust, we expected a more balanced assessment.

It's a shame that the company Top Cars Bulgaria wants to charge us 50 euros for the lack of a sticker that they themselves put on as advertising. That is not damage to the car! Scammers! The sticker was not removed by me! They are inventing a story to charge us!!!

My card details including my 3 digit…

My card details including my 3 digit security code was taken and when I complained the man told me that he will cancel the appointment even if I have paid in advance and from the office asked the desk clerks to take the details including the 3 digit security code and if I don't agree to give my details I would not receive the car. The car I have booked was guaranteed model and make up. That never happened I was given a car which I don't want. Signing in to receive the car took 55 minutes due to the desk clerk had issues knowing how to use the tablet. Then the keys was handled to me and the clerk didn't wanted to come and show me the car and check the condition with me he just asked me to sign the documents without even seen the car.
The deposit I was aware that will be taken was €200 instead i was charged with 400 leva which is over €200.
On the counter is written NO CASH but on the contract there is cash payment option. It was a scratch on the car which wasn't described in the signing in report and the signing in man said that this is not important and he can't add it so I took pictures in details of the whole car.
Signing out was peace of cake I'd say THANK YOU to Mr Dimitar Stavrev who made the signing out process easy and quick with a lot of understanding.
I would advise everyone who wants to rent a car Not to give the 3 digit security code on the back of the card to the staff as this is absolutely illegal.
I took the car from Bourgas airport.

According to our terms and conditions, when a vehicle has technical issues or is returned by a previous customer with damages, we must prioritize the safety and reliability of the cars we offer. In сase of last minute break down, we may need to provide a substitute vehicle from the same or similar category to make sure that you can continue with your plans. When we make an upgrade, we always guarantee same or better vehicle as our customers satisfaction is our main priority.
As for the deposit: Since we are located in Bulgaria and the official currency here is the Bulgarian Lev, the deposit authorization is processed in this currency at the official exchange rate: 1.95583. We authorize a fixed amount in levs to ensure the same amount is released back to your card when the vehicle is returned. This is a standard procedure for card transactions and authorizations, especially in the context of car rental companies and how they operate.

Best rental car company in Bulgaria

Best rental car company in Bulgaria, without no doubt. I have used Top Rent a Car for many years, and have always been satisfied with both the cars and help from the personal. Both booking and delivery of the cars have always gone smoothly, but in the latest years the paperwork is more electronic and efficient than ever, approving they want to make the booking and delivery of the cars much more efficient and faster than ever. Just remember to buy insurance through the company, and not through some flight booking homepage. This will make your life much more easier in case something should happen. 😊

Smile more, it’s a beautiful world …

The team at the front desk could engage with clients more. Both pick up and return felt like the team found it hard to just smile and not respond in one word short answers.

Feeling welcomed in a foreign place is important. After all the whole business is customer service interaction. When people travel around the world, the experience is what makes them like or dislike a place, culture or general public. Positive referral has much greater impact to the business.
