At pickup, the service was refused due to “internal requirements” that were not validated before payment.

- Only 103.18€ was refunded (not full amount)
- A second charge of 128.97€ was processed
Total financial loss occurred for a service that was never provided.
Case is currently under chargeback with the bank and a formal complaint has been filed with the consumer protection authority.

We confirm that a refund of EUR 103.18 has been issued. For full transparency, we recommend contacting your bank, which can provide detailed information about the transaction. In such cases, it is possible to initially see a full authorization followed by a partial refund—this is standard banking practice.
Regarding the cancellation, the requirement of at least 1 year of driving experience is clearly stated in our Terms & Conditions and applies equally to all customers, with the only exception being drivers over 30 years old. This rule is in place to ensure safety and fairness in our service.
On 02.04, we received a call from you confirming that a driver had been arranged and that you would pick up the vehicle. The reservation was therefore maintained and adjusted accordingly, but unfortunately, the vehicle was not collected.
While we aim to be as flexible and understanding as possible, we cannot make exceptions to our core policies. If you have evidence of double charging, please send it to us so we can investigate further.

We turned up at our scheduled return…
We turned up at our scheduled return time of 630am & everything went really smoothly. The shuttle was there. Returning the car took 5 minutes.
The VW 4+ 1 Caddy was comfortable for our very tall family of 4 & all our luggage.

Not the best car hire company i have used
The car i hired was a Citroen C3 it was far from new having covered a mere 125500 km the car had lots of damage, it was hard to check the damage on the car with the photos they provided as part of the contract you have to sign as there was so much of it. I hired the car through Ryanair and the biggest issue i had was having to pay a preperation cost at the car hire desk of 24 euros everyone that didnt take there extra insurance had to pay this charge apparently it was hidden in the small print as part of the terms and conditions. I feel it should be included or shown as a cost in the initial price of the rental.

Avoid Top Rent A Car: They prioritize a €60 imaginary interior damage fee over long-term customer loyalty
After years of being a loyal customer and renting cars for months at a time, I am officially done with Top Rent A Car.
1. Unacceptable Hygiene: The car interior was not perfectly clean at pickup and smelled intolerably of cigarettes. It was shameful to put a 2-year-old child into that stench, but we had no other choice at the moment.
2. Double Standards & Greed: Because we didn't purchase their internal extra insurance, the staff inspected the car 'under a magnifying glass' upon return. They charged me a €60 'interior damage' fee for a bit of dust from a child’s shoe on the seat—despite the fact that the car wasn't even perfectly clean when they gave it to us.
3. The 'Penalty' Fee: Even though I wiped the dust off with a wet wipe right in front of them and the seat was spotless, they insisted on a fee for 'seat professional cleaning'—a service they clearly won’t perform as the seat is clean. It was a blatant attempt to 'punish' us for not taking their insurance, which was an obvious act of theft.
4. Zero Loyalty: It is pathetic that €60 is more valuable to them than a returning customer who was about to book another long-term rental worth over €600 and over the years kept recommending them to friends and partners. It seems for Top Rent A Car, a quick €60 today is more important than €600 next month. I’ll be taking my business elsewhere. Avoid them if you don't want to be scammed over 'dust'.

In relation to the charge applied at return, we would like to clarify that fees are not influenced by whether additional protection has been selected. The inspection process follows a standardized checklist applied consistently to all rentals. When interior contamination requiring professional cleaning is identified, a fixed fee is applied in line with our Terms and Conditions. This is not a penalty, but a cost recovery measure to ensure the vehicle is returned in a suitable condition for the next customer.
We value long-term relationships with our customers and it is certainly not our intention to compromise trust over a single charge.

Very disappointed with the company's…
Very disappointed with the company's policies and expertise.
First of all, the deposit is supposed to be a one-time fee, no matter how long the rental term is. Every rental of 20 days or more must be secured with an additional deposit. The first deposit is not released straight away but in a couple of days 24-48hrs.
Second - Usually in Varna, Bulgaria during winter is off peak, but the price has doubled when asked to extend my rental which was explained as a season.
Last but not least as my plans had completely changed I had to cancel. So I did it 10 days before the end of my rental which caused a fee of 3 days' rental + 20%.
Also for some reason, I had been charged 45€ for some extra things, but they couldn't explain what exactly; furthermore, I haven't received any document with all the costs and expenses in total and what exact amount should I receive.
I've been a regular customer with Top Rent a Car but probably this will be my last interaction with.

The initial deposit is typically released within 24–48 hours, depending on your bank’s processing times.
Concerning pricing, our rates are monitored and updated ежедневно based on vehicle availability and demand. While winter is generally considered an off-peak season in Varna, prices can still fluctuate depending on current market conditions and fleet availability at the time of extension.
With regard to early return, as outlined in the rental agreement, an early return fee is applied. The remaining balance is refunded within the next working days after the contract is closed.
We truly value your loyalty as a returning customer and regret that this experience has affected your impression of us. We hope to have the opportunity to restore your trust in the future.

Excellent service. A sporty car and modern design. On the road the car performs really well, especially in city driving. It's compact and perfect to tight streets and parking spaces. Fuel efficiency was another big plus.
